Poland accused its own minister of grain scandal with Ukraine

The Supreme Court of Auditors of Poland (NIK) has completed an investigation into the uncontrolled import of grain from Ukraine from the beginning of January 2022 to the end of August 2023.

In the final report, NIK accused the Polish government of ineffective actions and decisions, which allegedly led to the grain crisis, reports the publication Rzeczpospolita.

According to journalists, imports of wheat increased from 3.1 thousand tons in 2021 to 523 thousand tons in 2022, corn – from 6.2 thousand tons to 1.85 million tons, rapeseed – from 86 thousand tons to 662 thousand tons.

During the audit period, 541 companies imported 4.3 million tons of grains and oilseeds worth 6.2 billion zlotys into Poland. In particular, the largest amount of grain and rapeseed was transported by a company from the Mazowieckie Voivodeship; the import value was more than 0.5 billion zlotys.

The Polish Chamber believes that the former minister increased chaos in the market and deceived farmers with the promise of further high prices. They stopped selling grain and rapeseed. They noted that his assessment was incorrect.

It was only in December 2022 that the former Polish Minister of Agriculture informed the European Commission about the grain crisis. Only in April 2023, the government submitted an application to the European Commission to restore the duty on Ukrainian grain.

The report added that the situation showed that no tools had been developed to counter the destabilization of the Polish agricultural market. Agricultural policy, lacking planning and market analysis, lacked long-term and forward-looking action, the report argues.
