Government spokesman Steffen Gebestreit explained Germany's decision by saying that in recent weeks Russia has become especially active in the Kharkov direction, from where it prepared, coordinated and carried out attacks against Ukraine from the border areas.

As the German official noted, there was a general consensus among leaders that Ukraine, according to international law, has the right to repel these attacks, including weapons provided by Germany.
