According to journalist Mikhail Tkach, 67-year-old Kivalov appeared in Four Season Jumeirah – a hotel in Dubai.
As it became known, the former head of the CEC, who tried to rig the election results in 2004, left Ukraine on February 22. He was seen in Boryspil while boarding the Kyiv-London flight.
