Payments to IDPs from January 1, 2025: what assistance will migrants receive

From 1 January 2025, internally displaced persons will continue to receive assistance. In particular, this concerns payments to displaced persons who are in difficult life circumstances, assistance with living.

Who will receive IDP payments from January 1

The government has extended payments to IDPs who are in difficult life situations for another 6 months, that is, until February 2025.

In addition, in January, payments will continue to be received by the same category of IDPs, assistance which was assigned automatically, and those who wrote an application for its extension.

Consequently, those categories that are unable to work will continue to receive payments from January 1:

  • pensioners whose pension does not exceed UAH 9,444;
  • people with disabilities of group I or II, children with disabilities under the age of 18, seriously ill children;
  • orphans and children deprived of parental care under the age of 23, as well as foster parents and adoptive parents.

The amount of such assistance for IDPs remains unchanged and is:

  • for people with disabilities and children – UAH 3,000;
  • for other persons – 2000 UAH.

Payments are received every month 15th and 28th.

Certain categories of migrants may also be assigned payments, but they must write a corresponding application for this. We are talking about families with children under 14 years old living in the zone of active or possible military actions or in relatively safe regions. Another important point for assigning payments is that children in more or less safe areas cannot receive an offline education.

In addition, families where one of the members is caring for a person with a disability of group I, or a child with a disability under 18 years old, or a seriously ill child can submit a corresponding application.

Pregnant women, starting from the 30th week, and minor children under 14 years old who arrived unaccompanied by their parents also have the right to payments. A person related to the child can write a corresponding application for the latter.

Housing rental subsidies

Some migrants can receive a housing rental subsidy from the state. Families that pay more than 30% of their total income for housing rental can apply for this assistance.

If a family's income is less than two subsistence minimums per person, i.e. 5,840 UAH, then the subsidy will cover a higher percentage of the rent. Assignments will begin in mid-January 2025. To do this, citizens will need to write a corresponding application. It is also important to have a rental agreement.

The amounts of payments will be calculated individually, depending on:

  • family income level;
  • number of family members;
  • rental cost.

Rental subsidies will be provided in 9 pilot regions โ€“ those where the largest number of IDPs have moved. These are Chernihiv, Sumy, Kharkiv, Zaporizhia, Mykolaiv, Dnipropetrovsk, Kherson, Luhansk and Donetsk regions (except for certain regions included in the list of territories where military operations are underway or those temporarily occupied by the Russian Federation).

In The Ministry of Social Policy assured that, despite the hacker attack on state registries, payments for IDPs will be calculated and paid in accordance with the schedules.

Compensation for destroyed housing

For those displaced persons who, due to Russian aggression, lost their only home (that is, have no home in safe regions of Ukraine), the Cabinet of Ministers will pay compensation. The corresponding decision to direct 15 billion UAH to the state program eVidnovlennia was made by the Cabinet of Ministers.

Therefore, the displaced persons who are currently waiting for compensation for destroyed housing under the eVidnovlennia program will be able to receive a certificate for the purchase of a house.
