From July 1, 2025, a new type of basic social assistance will be introduced in Ukraine to support low-income families.
For Ukrainian applicants, the admissions campaign to universities begins – first, registration of electronic accounts in the Unified State Database on Education Issues, and then the submission of applications and documents, which will last from July 19 to August 1.
In addition, since the beginning of the month, new rules for technical inspection of vehicles have been in effect, with mandatory full photo and video recording of the process.

Payment of 4,500 UAH from July 1: who can receive assistance
In July, the Pension Fund is launching a pilot project for low-income families, introducing a new type of basic social assistance that combines several types of payments into one. It will last for two years, until July 1, 2027.
This is provided for by the Cabinet of Ministers Resolution of March 25, 2025 No. 371 Certain issues of the implementation of the pilot project for the provision of basic social assistance.
From July 1, families who are recipients of assistance on the date of application will be able to receive such a payment:
- low-income families;
- for children of single mothers;
- for children raised in large families;
- temporary assistance to children whose parents evade paying child support, are unable to support the child, or whose place of residence is unknown.
And from October 1, other families whose circumstances meet the established requirements and criteria will be able to join the project.
An application for the intention to receive basic social assistance and an application for appointment are submitted by an authorized representative of the family (an adult family member) in electronic form through the Diia portal or in paper form to the selected PFU service center.
The applications include his personal and contact information, as well as information about all family members.
After checking the data through the relevant state registers, the estimated amount of basic social assistance is calculated using the Unified Information System for the Social Sphere.
The amount of the payment is determined as the difference between the total amount of the basic amount for each family member and the average monthly total income.
The base amount for calculation is 4500 UAH (100%).
Eligible families may receive:
- 4,500 UAH – for the first family member;
- 3,150 UAH (i.e. 70%) – for each adult family member (for each subsequent adult);
- 4,500 UAH – for children under 18 years of age, as well as persons with disabilities of groups I-II.
Such assistance is assigned for six months with subsequent automatic extension of payment for the duration of the project implementation.
Pensions in July: Will there be an increase?
For most Ukrainians, pensions will remain unchanged in July.
Only those who have reached a certain age will receive the allowances:
- 570 UAH – if you are 80 years old;
- 456 UAH – for persons over 75 years old;
- 300 UAH – for persons over 70 years old.
In addition, the UN World Food Programme has extended additional payments for pensioners, persons without pension rights, and people with disabilities until the end of July.
Only those who receive a pension with all additional payments less than UAH 3,250 per month, have not received any other payment (as IDPs or from international organizations) since March 2023, or live in areas of active or possible military action in the Zaporizhia, Dnipropetrovsk, Donetsk, Luhansk, Kharkiv, Kherson, Mykolaiv, Sumy or Chernihiv regions have the right to such assistance.
If a person receives, for example, a pension of UAH 2,700, then the amount of assistance from the UN WFP will be UAH 550.
You don’t need to go anywhere – it will be paid automatically.
Utility rates from July 1, 2025
From July 1, no increase in tariffs for gas, electricity and water supply is expected.
In particular, the vast majority of Ukrainians (98% of household consumers – Naftogaz clients) will pay UAH 7.96 per cubic meter for gas, at least until the end of April 2026.
Clients of other gas supply companies – from UAH 7.79 to UAH 9.99 per cubic meter.
The cost of electricity in July will also not change: the basic tariff is 4.32 UAH per kWh , for owners of two-zone meters (from 23:00 to 07:00) it is half as much – 2.16 UAH per kWh. This price will be valid until November.
As for water supply, tariff changes are only possible at the local level, since prices for this service vary across regions.
Transition to a new standard of electrical grid voltage
In Ukraine, from July 1, the standard of electrical network voltage will officially change – 230 volts instead of 220, which is stipulated by the resolution of the National Commission implementing state regulation in the spheres of energy and public utilities.
The National Commission for State Regulation of Energy and Public Utilities explained that in this way, European approaches to determining the parameters of power supply quality will begin to operate in our country.
One of the key innovations is the establishment of clear limits for permissible voltage deviation: from 207 to 253 V (±10% of the nominal value of 230 V).
— These changes are expected to have a positive impact on the quality of power supply. Stable voltage will reduce the risk of damage to household appliances that are sensitive to fluctuations, and will also reduce the need for additional protection devices, such as stabilizers. In addition, this will contribute to increased energy efficiency — electrical appliances will be able to operate in an optimal mode, without overloads and power losses, — the Commission says.
Power engineers assure that the change in the standard will not affect the cost of electricity, since consumers pay for the quantity, and not for the voltage in the network.
Subsidies: What will change in July
In July 2025, those Ukrainians who have been automatically reassigned this benefit for the non-heating season, which lasts until September 30, will continue to receive a subsidy for housing and communal services.
This means that for the majority of subsidy recipients, nothing will change.

Ukrposhta updates cash withdrawal limits
From July 1, Ukrposhta changes the conditions for accepting cash on delivery items and introduces new limits on cash payments to individuals at the post office:
- the maximum amount of transactions within one calendar month is 100 thousand UAH;
- The maximum number of such operations is 10.
At the same time, the limits on cash on delivery for individuals with payment to a bank card were and remain as follows:
- the maximum amount of payment transactions within one day is UAH 29,999;
- the maximum number of such operations per day is 50;
- the maximum amount of payment transactions during a calendar month is 250 thousand UAH;
- The maximum number of such operations per month is 500.
Ukrposhta believes that this is sufficient for any person who is not engaged in entrepreneurial activity.
“If you intend to or are already selling goods, you should open a sole proprietorship or choose another legal form of work,” the message says.
Entrance Campaign 2025: Registration of Offices and Submission of Applications
On July 1, registration of electronic accounts of applicants begins on the website of the Unified State Database on Education Issues (USEBO).
The Ministry of Education explained that it is needed to submit an application to the selected university, and notes that the NMT participant's account (on the website of the Ukrainian Center for Education Quality Assessment) is not an applicant's electronic account. This is a different system, intended only for participation in testing.
The acceptance of applications and documents from applicants begins on July 19 and will last until August 1 inclusive (until 18:00).
A maximum of 15 applications can be submitted, including five for the budget.
Those who have the right to admission by interview, as well as applicants to creative specialties, must also register for interviews and competitions: admission to the budget – from July 3 to July 10, to a contract – from July 3 to July 25.
In addition, it should be recalled that for applicants who, for valid reasons, were unable to take part in the main session of the national multi-subject test (NMT), additional sessions will be held from July 14 to 25.
The results of the main NMT sessions will be posted in the personal accounts of the participants by July 4, and the additional ones by July 30.
Expansion of the Affordable Medicines program
From July 1, 2025, all pharmacies in Ukraine must join the Affordable Medicines program, otherwise they will lose their licenses.
As explained by the Ministry of Health, starting from July, all business entities engaged in retail trade of medicines in pharmacies are required to conclude a corresponding agreement with the National Health Service of Ukraine (NHSU).
This means that now it will be possible to receive medications for free or with a partial surcharge under this program at any pharmacy, and not just those located in hospitals.
New requirements for technical inspection: changes from July 1
New rules for mandatory technical inspection of vehicles, which should bring Ukrainian legislation closer to EU standards, will come into force on July 1, 2025.
The most important requirement is mandatory complete recording of the technical inspection process using photo and video equipment.
To perform this, each technical inspection station must install at least two cameras that record the entire technical inspection process. If they do not cover the entire procedure, the business entity must install additional ones.
At the same time, clear requirements have been established for the quality of video and photos: the vehicle must occupy at least 70% of the image area.

Paid travel for schoolchildren on Kyiv public transport from July 1
During the summer period – from July 1 to August 31 – travel for schoolchildren and cadets of military universities on public transport in Kyiv is paid on a general basis.
As before, free travel for these categories is only valid during the school year, the capital's mayor's office reports.
At the same time, during these two months they can take advantage of a 75% discount on the purchase of travel tickets.
In particular, a discounted monthly travel pass with unlimited travel costs UAH 325, and for the second half of the month – UAH 162.50.
There are also reduced-price travel passes available for a limited number of trips, ranging from 46 to 124.
In case of purchasing a single trip with a student card, the 75% discount does not apply.
