The Yermak-McFaul International Working Group on sanctions against Russia has prepared another document. This is a “Roadmap of individual sanctions: recommendations on sanctions against the Russian Federation”.

With this document, the group called on all democratic countries to impose equal sanctions against Russian propagandists and proposed a list of 166 names. At the same time, it is noted that it will be supplemented.The list contains a basic list of Russian propagandists, opinion leaders, artists who generate and distribute Kremlin propaganda narratives, the lies of Russia's war against Ukraine.
Propagandists are divided into two large groups: those who generates ideas for propaganda (ideologists, experts, scientists) and those who spread these ideas (journalists, artists and stars).
Some nominally academic scientists and experts often remain in the shadows and therefore avoided sanctions, although they create theoretical justifications for a criminal war, the document says.
Organizations such as the Valdai Discussion Club, the Council on Foreign and Defense Policy, the Russian Council of International Affairs, the Russian Institute for Strategic Studies and others work closely with the authorities and develop propaganda narratives.
The “Yermak-McFaul group” is on its list included:
- SVOP Honorary Chairman Alexander Dugin;
- Renowned political scientist Sergei Karaganov;
- SVOP Head Fyodor Lukyanov and his colleague Timofey Bordachev;
- Advisor to the Minister of Defense and political scientist Andrey Ilnitsky;
- Administrator of the Valdai Club Andrey Bystritsky and others.
Some of them are already under the sanctions of individual countries or the European Union, but “Yermak's group -McFaul” notes that general unified sanctions should be introduced against all sanctioned persons.
Artists are also included in the Roadmap of Individual Sanctions who are no less dangerous than corporate propagandists due to their ability to spread propaganda quickly and effectively to the masses. Many of them have visited the temporarily occupied territories of Ukraine since the beginning of the full-scale invasion, performed at concerts in support of Russia, or publicly supported the Putin regime and its war. Among them:
- Anna Sedokova;
- Maxim Averin;
- Irina Allegrova;
- Nadezhda Babkina;
- Zhanna Badoeva;
- Nikolai Baskov;
- Marat Basharov;
- Sergey Bezrukov;
- Victor Belan and others.
It is noted that many of them spent their holidays abroad, and someone has an expensive real estate in Europe and the USA.
Therefore, the international working group recommends that democratic countries around the world include in their sanctions lists those people who have so far escaped this.
