NSDC wants to pay millions for registry with several oligarchs

NSDC has announced a tender for the development of software to create a register of oligarchs. The expected cost is set at UAH 2.9 million.

The tender is based on a simplified purchase. That is, even with the participation of only 1 participant, the auction scheduled for October 17 will take place.

Details of the tender from the National Security and Defense Council

The winner of the forthcoming auction will transfer the test version of the software to the customer within 2 weeks. The winning bidder must provide full services by November 21st. Within 22 banking days after payment, the customer, that is, the National Security and Defense Council, must pay for the services. The intellectual property rights to the created software will belong to the customer.

Bidders must submit two similar contracts from 2019 to the present day, worth at least 50% of the expected value, that is, at least UAH 1.45 million. These will be contracts for the development and modernization or support of software for the state registry, which is held by a central government body with jurisdiction over the whole of Ukraine.

What functions should software for the registry of oligarchs perform:

  • authorization, access control and rights– management by administrators of user profiles, directories of user bodies/organizations and user roles, validation of e-mail by the user, automatic creation of the declarant profile, automatic updating of certain data of the declarant profile according to the data of qualified electronic signature certificates (QES), authorization QES carrier validation used for authorization;
  • logging and reviewing the history of actions;
  • controlling the correctness of data when entering them– automatic verification of the correctness of the data entered into the system by the user, maintenance of system directories, signature using the CEP, validation of the CEP carrier used for signing; strong> – creating a draft map, filling out, editing, registering the decision of the National Security and Defense Council by the registrar, including an oligarch or deleting it from the register, automated generation of messages, printing, automatic publication, viewing and printing information about the oligarch.
  • Functional submitting a declaration – creating, editing, signing a QEP, submitting a declaration.
  • Public interface – lists of oligarchs and declarants with the ability to filter, sort, search, view and print information about oligarchs and declarants (including the decision on recognition as oligarchs and declarations), a list of messages (with the ability to filter, sort, search and viewing) of scheduled meetings with information about their results, automatic publication of open data, protection of reCAPTCHA.

In accordance with the law adopted by the Verkhovna Rada, an oligarch is considered a person who meets at least 3 of the 4 possible criteria for determining an oligarch – participates in the political life of the country, has a significant influence on the media, is the ultimate owner of an enterprise with a monopoly position in the Ukrainian market, is the owner of assets worth more than a million living wages of able-bodied persons. As of July 2022, there are 86 people in Ukraine who meet one of these criteria.
