The Minister of Foreign Affairs in 2014-2019 Pavel Klimkin spoke about this in an exclusive interview with Facts ICTV.
— Without a doubt — NATO membership, nothing more. There may be certain transitional forms in the form of bilateral security guarantees, but no military obligations. Look at Israel. Now his help is blocked in the US Congress, — said the ex-minister.

He noted that if there are no real guarantees of safety — this will show the weakness of the West and provoke Russia to further raise rates.
— That is, for Ukraine it is either NATO or bilateral security guarantees that, for example, South Korea or Japan have. No other options as of today. Will they be only from the States, or only from European countries, or from Europe as a whole – these discussions are now being prepared, — he said.
Klimkin emphasized that no military commitment will ensure our security — only guarantees.
