Russian dictator Vladimir Putin has declined an invitation to attend the inauguration of Mexico's newly elected president, Claudia Sheinbaum. But not because he is afraid of the order from the ISS, in fact he is afraid of physical destruction.

“I suspect that Putin's refusal to go to the inauguration of the Mexican president was not due to a warrant from the ICC. It is obvious that they cannot provide him with a sufficient level of security, no matter which route they choose – either the Atlantic or the Pacific Oceans. It is quite possible that they are afraid that Putin will simply be shot down. He is terrified of physical destruction,” the head of the Center for Analysis and Strategy suggested.

Please note! The European Union has called on all countries that have ratified the Rome Statute to fulfill their obligations. In particular, regarding the arrest of Russian dictator Vladimir Putin. However, there is already a precedent when Mongolia refused to comply with the decision of the International Criminal Court.

What problems did Putin expose

As Chalenko noted, Putin exposed the problems and lack of instruments that would make it possible to implement in practice the arrest warrant from the International Criminal Court within the countries that signed the Rome Statute.

It is wonderful that this topic does not disappear from the information agenda. The political scientist expressed hope that the ICC will issue a second arrest warrant for Putin, which will concern orders to shell Ukraine's energy infrastructure in 2022-2023.

It is necessary to show not just the existence of a warrant, but the number of crimes directly committed by Vladimir Putin and his entourage. The ICC should be more active in cooperation with Ukraine, Igor Chalenko summed up.
