Ukraine needs increased mobilization, since no single recruiting can cover the required number of personnel and strength of the Defense Forces to repel full-scale Russian aggression.
This was stated by the head of the Main Intelligence Directorate of the Ministry of Defense of Ukraine Kirill Budanov during the discussion panel 2024: challenges and prospects.
— For understanding: The Ukrainian Defense Forces are now — I’ll give you a slightly arbitrary number so that we don’t come close to state secrets — 1 million 100 thousand people. Recruiting cannot cover these volumes. Exclusively mobilization. We must discard the idea that we can move away from mobilization. You can't, — Budanov stated.
According to him, the current number of Ukrainian Defense Forces will not be able to cover recruiting. According to the head of Ukrainian intelligence, this is a huge amount that needs to be kept at all times.

Budanov noted that one of the main issues remains the motivation of Ukrainians. He believes that motivation must be found, otherwise the efficiency will be forced to zero. This is what has been happening lately — It’s worth admitting it frankly, he said.
The head of intelligence claims that there are certain reasons why people do not want to join the Ukrainian Defense Forces. He noted that material and financial reward as a motivational factor — definitely not the first.
