The plant, which plans to send a total of 25,000 workers from North Korea, is located in the Alabuga special economic zone in the Russian republic of Tatarstan, the publication claims.

Last June, Russia and North Korea signed a comprehensive strategic partnership treaty that obliges each country to provide military assistance in case of emergency.
