On May 18, 2024, the law on a new procedure for mobilization and military service will come into force. The document provides for some innovations — military transport duty is introduced, that is, the use of vehicles (vehicles) for the needs of the army.

Car mobilization: what is known, when it happens and who it affects
Military transport duty is a component of the mobilization process and includes military registration, preparation, verification of readiness for transfer and direct transfer of vehicles to military formations during a special period.

Mobilization of a vehicle in Ukraine is possible for both individuals and enterprises.
Vehicle mobilization extends to:
- citizens, vehicle owners;
- local governments;
- central and local executive authorities and other government bodies;
- organizations, enterprises, institutions (including: oil depots, railways, ports, marinas, airports, road service gas stations, etc.) that ensure the operation of vehicles.
The fulfillment of military transport duties is carried out in accordance with the mobilization plan of Ukraine through the free attraction of vehicles. The car can be returned to the owners within 30 days after demobilization is announced.
The new law on mobilization contains a clause on the confiscation of cars in favor of the Armed Forces of Ukraine from citizens who have more than one car. Therefore, the Rada assures that citizens who have no more than one car should not worry about these standards.
Also, in addition to cars, tractors and other agricultural machinery can be mobilized.
How vehicles are confiscated for the needs of the Ukrainian Armed Forces
Cars and other vehicles that may be intended to complement the Armed Forces of Ukraine and other military formations will be confiscated.
The standards for the free attraction, seizure, and forced alienation of vehicles and equipment for the period of mobilization and in wartime are determined by the Cabinet of Ministers.
Representatives of TCC and SP can mobilize a vehicle based on decisions of local state administrations, which are formalized by relevant orders. To fulfill military transport duties, they will receive data from the Ministry of Internal Affairs on transport owned by entrepreneurs and citizens.
The attraction of vehicles for the needs of the army during mobilization and their return are carried out on the basis of acceptance certificates.
The transfer and acceptance certificates indicate:
- information about owners;
- technical condition of the vehicle;
- residual (book) value;
- other necessary information to identify the vehicle.
Before removal, an expert assessment of the vehicle must be carried out. If necessary, an enterprise or organization must independently deliver transport to the military unit.
If the car was damaged, the procedure for compensation will be determined by the Cabinet of Ministers.
Vehicles that were seized for the needs of the army are prohibited:
- send outside the territory of Ukraine and to other regions (sending to other regions is possible only after notifying the TCC about the location of the vehicle for a period of no more than one month);
- transfer ownership rights to them to other legal entities or other citizens;
- provide for rent (leasing) or as collateral to fulfill obligations under loan agreements.
