Reserve officer: what is this rank
A citizen of Ukraine who meets the following conditions can become a reserve officer:
- has a bachelor's degree or higher educational degree,
- completed the reserve officer training course,
- passed the prescribed exam at the end of the course,
- passed certification as an officer.
According to the Law of Ukraine On Military Duty and Military Service, such Ukrainians receive the primary military rank of reserve officer and are liable for military service.

Military training of future reserve officers is carried out according to the training program at universities and in their military training units. Such preparation is contained in the educational plans of the educational institution as a separate discipline for students.
What is known about the mobilization of reserve officers
In accordance with Ukrainian legislation, all citizens of the country liable for military service are subject to mobilization. Accordingly, reserve officers can also be mobilized, since they have this status.
When general mobilization is announced, reserve officers are required to arrive at the TCC and SP in order to:
- update military credentials,
- pass the medical examination,
- receive a referral for training to improve a military specialty.
Also, reserve officers cannot change their place of residence without notifying and obtaining permission from the head of the territorial TCC and SP.
If martial law is declared, reserve officers are mobilized on a general basis. However, during martial law, such officers can be mobilized not only for the specialties recorded in military registration documents. They may also be appointed to a lower position.
Which of the reserve officers is not subject to mobilization
Since reserve officers are considered liable for military service, they are subject to all the rules of the Mobilization Law specified in Article No. 23. Accordingly, they can receive a deferment from conscription if they have:
- disability or status of temporarily unfit for military service due to health reasons;
- reservation from the organization where they work;
- wife, parents or parents of the wife with a disability of group I or II;
- relatives who need their care;
- status of large families, etc.
How the mobilization of reserve officers occurs
Reserve officers may be called up for military service after being recognized as partially or fully fit by a military medical commission. Limited fitness affects the type of activity and location of military service.
Having received a mobilization order, such an officer must independently arrive at the assembly point within the specified time. Failure to appear on a mobilization order may result in the violator being held criminally liable for draft evasion.
