According to the new government draft law on mobilization, postgraduate students who receive education on a contract basis are subject to conscription for the duration of mobilization.
The Cabinet of Ministers submitted bill No. 10449 to the Verkhovna Rada yesterday.
In the previous version of the bill it was noted that applicants are not subject to conscription for military service during a special period:

- vocational and vocational education;
- professional pre-higher and higher education;
- trainee assistants;
- graduate students and doctoral students studying in full-time or dual forms of education;
- scientific and scientific-pedagogical workers of institutions of higher and professional higher education, scientific institutions and organizations with a scientific degree;
- teaching workers of institutions of vocational, vocational and technical education, institutions of general secondary education, provided that they work there.
Mobilization of graduate students
Mobilization of graduate students in the updated bill No. 10449 is provided for those who study under a contract. That is, they can mobilize graduate students who receive education at the expense of individuals and legal entities on a contract basis.
The new version of the document notes that applicants for vocational, vocational-technical, professional pre-higher and higher education who study full-time or dual-time and receive the next level of education are not subject to mobilization during a special period; as well as doctoral students and persons enrolled in internship.
Mobilization of students
Mobilization of students during a special period is not provided for: applicants for vocational (vocational), vocational higher and higher education who study full-time or dually and receive a level of education higher than previously received.
The procedure for obtaining levels of education is specified in Art. 10 Section II of the Law of Ukraine on Education.
Deferment from basic military service
A deferment is granted to conscripts who:
- recognized as temporarily unfit for service due to health reasons;
- study in institutions of general secondary education of the third degree; vocational, vocational and technical education, professional pre-higher or higher education; in institutions of secondary and higher religious education in full-time or dual education; in internship and doctoral studies (the specified deferment is granted until the age of 24);
- selected the appropriate year to complete basic military training (this deferment is not granted during martial law);
- have the right to be exempted from military service for family reasons or other valid reasons (list in Part 12 of Article 26 of this law).
Note that in Ukraine they plan to abolish compulsory military service, and instead introduce basic military training.
As for women's service, the government bill notes that Ukrainian women can serve only with voluntary consent.
