Mobilization in Ukraine: who and where has the right to issue subpoenas

For more than a year, martial law and general mobilization have been in Ukraine. However, some people still have questions about serving subpoenas. Men liable for military service from 18 to 60 years old are subject to mobilization.

Who has the right to serve subpoenas in Ukraine

According to part 1 of the Decree of the Cabinet of Ministers of Ukraine No. 154 “On Approval of the Regulations on Territorial Recruitment and Social Support Centers”, subpoenas can be served by:

  • representatives of local governments;
  • heads of enterprises, institutions and organizations, regardless of subordination and form of ownership;
  • officials of the district (city) territorial center for the recruitment and social support of the TCC and the joint venture.

Where can a summons be served?

The legislation of Ukraine does not clearly define where exactly the service of subpoenas should take place. So they can be handed out on the street, at checkpoints, at the place of residence, place of work, etc.
