The Verkhovna Rada may support a new government bill on mobilization in Ukraine in the first reading.
This was stated by the Deputy Head of the Verkhovna Rada of Ukraine Committee on National Security, Defense and Intelligence Egor Chernev on the air of a national telethon.
The bill on mobilization in Ukraine
— I think that after all the first reading, it can pass. But there really remain many questions about this bill, which theoretically can be resolved between the first and second readings and amendments to it.
According to him, it is already possible to work with this bill. Chernev expressed hope that by the second reading the document will be truly balanced. He explained that there are still many questions about the bill, and not all recommendations for the previous version have been taken into account.
They are watching now
— New norms have emerged that are controversial and raise questions. For example, graduate students who are on contract are now deprived of the right to a deferment, which is, in principle, unconstitutional. It cannot be that those who study on a budget have the right to a deferment, but those who are on a contract do not. This is discrimination based on property, — emphasized the people's deputy.
Agendas in the electronic office
Egor Chernev noted that there are questions about the provision of the bill on receiving subpoenas in the electronic account.
He noticed that with the bill on mobilization in Ukraine they want to hold men accountable for ignoring the summons, but it will not take into account whether the person actually saw it.
At the same time, questions arose due to the norm that was removed from the bill regarding the deferment of military service who care for people with disabilities of the first group.
He asked the Ministry of Defense and the Ministry of Social Policy what such people should do when they are left without care. According to Chernev, the relevant committee will consider the bill on mobilization at a meeting on February 7.
