< p>The Verkhovna Rada adopted laws approving presidential decrees on extending martial law and general mobilization in Ukraine for another 90 days – until August 18, 2023.

According to the norms of Ukrainian legislation, mobilization occurs in four waves, however, there are categories of citizens who are not subject to mobilization in Ukraine.

Who is not subject to conscription during mobilization

  • Citizens involved in work in government bodies, critical enterprises and organizations.
  • Citizens declared unfit for military service due to health reasons.
  • Citizens who constantly care for persons in need of care.

Men and women who are parentsand are involved in raising children are also not involved in mobilization.

  • Men and women with many children. We are talking about parents who raised — three or more minor children.
  • Single fathers and mothers raising at least one minor child.
  • Men and women in the status of guardians and adoptive parents of at least one minor child.

Parents who are raising:

  • A minor child with a disability of subgroup A.
  • A minor child with a disability of group III-IV.
  • An adult (18 — 23 years old) child with a disability I or Group II.
  • They also cannot summon:

    • women and men whose close relatives (husband, wife, son, daughter, father, mother, grandfather, grandmother or sibling) died or went missing while participating in combat operations.
    • women and men with a minor child and a husband (wife) doing military service. This category was added after the Law on Mobilization Training and Mobilization came into force in April.

    In addition, recipients of professional advanced and higher education, assistant trainees, graduate students and doctoral students who study in full-time or dual forms of education.

    The categories of civil servants who are not subject to conscription are separately determined.

    In particular, we are talking about deputies of the Verkhovna Rada of Ukraine and the Autonomous Republic of Crimea, employees of law enforcement agencies (since they are already involved in the defense of the country), as well as anti-corruption bodies.

    They also cannot mobilize citizens who have a deferment from military service.
