Mobilization from June 1: what changes await Ukrainians liable for military service

General mobilization in Ukraine continues. From June 1, there will be few changes for those liable for military service, but there are some. What you need to know about mobilization innovations — read in the material Facts ICTV.

In particular, there will be two major changes starting this summer — conscripts will be able to issue a military registration document in electronic form, and certain innovations regarding online recruitment are also possible.

Electronic VOD

Mobilization in June 2024 will undergo certain changes. In Ukraine, starting from June, they plan to introduce an electronic military registration document (VOD), and it will have the same legal force as a regular one in paper form. VOD will be displayed in the Reserve+ application.

— Full version (application Reserve+, – Red.) will be in June, where it will be possible to obtain an electronic corresponding paper military registration document, and a barcode as well. The process is ongoing, all issues related to inaccuracy are being resolved, — said the speaker of the Ministry of Defense of Ukraine Dmitry Lazutkin.

The VOD will display a unique electronic identifier in the form of a two-dimensional barcode containing information about the specified document. There will be all the information about the conscript, conscript and reservist, namely:

  • full name,
  • date of birth,
  • RNOCPP,
  • information about the availability of a delay,
  • military rank,
  • military specialty,
  • information about military registration,
  • medical examination results.

— This innovation, I believe, is quite convenient and effective, both for the person liable for military service and for the state. Since from May 18, representatives of the TCC, police and border service can check the VOD, and you must have it with you. Therefore, a mobile application with electronic VOD will be useful to every person liable for military service, — says a member of the Ukrainian Bar Association, a practicing lawyer in the field of military law and mobilization Anton Revenko.

However, as the expert notes, it is not yet clear how this will happen in practice and whether the TCC workers, police and border guards at each checkpoint will have the technical ability to scan this QR code.

— Therefore, in my opinion, at first it is still necessary to carry the VOD with you in paper form until the changes are fully operational, — emphasizes Revenko.

Online recruiting

Mobilization in Ukraine in the summer of 2024 will have some features. Due to the fact that more than 1 million people registered in the Reserve+ mobile application, and another 700 thousand people updated their data through it, the Ministry of Defense of Ukraine plans to introduce an online recruiting function in it.

— This is still in the plans of the Municipal Educational Institution, and will we see online recruiting for Reserve+ in June — not yet known for sure. However, there are such prerequisites, the expert adds.

The purpose of this innovation within the framework of mobilization in Ukraine — so that citizens have the opportunity to view current vacancies in the Armed Forces of Ukraine and apply for a specialty that they have chosen independently.

Online recruiting in Ukraine is already working through the LobbyX Army recruiting platform and is quite popular among users.

The main features of online recruiting mobilization 2024 are that an individual can independently:

  • select the branch and type of troops where you plan to serve;
  • desired specialty and position;
  • review the duties of this position and requirements;
  • clear conditions for military service.

— I believe that the opportunity to openly familiarize yourself with the list of available positions in the Armed Forces of Ukraine and independently choose the military specialty that you want to master and within which the conscript is going to serve — is a big step towards improved and efficient mobilization in Ukraine, — says the expert.

By the way, a new law on mobilization came into force in Ukraine on May 18, which is aimed at normalizing military registration, reservation rules and deferment. From this day on, all those liable for military service must update their data in the TCC and SP within 60 days.
