The draft Budget Declaration for 2026-2028 provides for an increase in the subsistence minimum for disabled persons, which determines the minimum amount of old-age pension.
According to the Cabinet of Ministers Resolution No. 774 of June 27, 2025, published on the Government Portal, this figure will increase from the current UAH 2,361 to UAH 2,564 as early as 2026.

In particular, the projected subsistence minimum for persons who have lost their ability to work is planned at the level of:

- 2859 UAH in 2028.
In addition, the government plans to index pensions annually from March 1, as well as prepare the necessary prerequisites for the second level of the pension system as part of the pension reform.
The Budget Declaration also provides for an increase in the minimum wage: from January 1, 2026, it should increase from the current UAH 8,000 to UAH 8,688, in 2027 โ to UAH 9,374, and in 2028 โ to UAH 10,059.
According to government data, as of April 1, 2025, the average pension in Ukraine was UAH 6,341.11, which is 9.5% or UAH 552.06 more than at the beginning of the year.
