In the second month of autumn, Ukrainians will experience a number of important changes. Female doctors must register with the military, and fines for non-use of cash registers will be returned to individual entrepreneurs. In addition, our country celebrates the Day of Defenders and Defenders on a new date for the first time.

Military registration for women

• Which women should apply to the TCC
From October 1, women aged 18 to 60 with a medical or pharmaceutical education must register for military service. The specialty will be taken into account both by diploma and by actual place of work.
Registration for military service is this is not the mobilization of female doctors. Accounting is necessary to summarize data on the reserve of doctors in the state.
As explained at the General Staff of the Armed Forces of Ukraine, women who should come to the territorial recruitment and social support centers (military registration and enlistment offices) are:
- have graduated from educational institutions with a medical or pharmaceutical specialty (in this case, registration as persons liable for military service is mandatory);
- have a specialty/profession related to the corresponding military specialty (they are registered at their request).
All women must be registered with the military in the following specialties: doctor; dentist; midwife; nurse; pharmacist and pharmacist; head of departments in healthcare, etc.
Women with specialties related to the military can register at their own request. The list of all specialties is in Order No. 35 of the Ministry of Defense of Ukraine.
< p>It is important that women doctors will have 3 years to register with the military – until December 31, 2026. That is, the General Staff does not require the immediate registration of women; these measures are planned to be carried out gradually, starting from October 1.
– At the moment, there is no forced recruitment of women into military service during mobilization and is not planned in the future. All our defenders undergo military service exclusively on a voluntary basis, — emphasized at the General Staff.
• What documents need to be submitted
To register with the military, you need to submit the following documents to the TCC:
- application for registration;
- passport or ID card;
- identification card number;
- document on obtaining a specialty/profession;
- certificate of work indicating the specialty in which the woman works;
- birth certificate of children/document on guardianship ;
- marriage certificate;
- 3×4 photographs.
Next, women must undergo a medical examination, which will make a conclusion about their suitability or unsuitability for military service. The examination is carried out by: a surgeon, therapist, neurologist, psychiatrist, ophthalmologist, otorhinolaryngologist, dentist, dermatologist, gynecologist.
Pregnant women are considered unfit for military service, regardless of the duration and course of pregnancy. Medical mothers raising children on their own, having 3 or more minor children or raising a child with a disability, as well as if their husband serves in the Armed Forces of Ukraine have the right to a deferment.
As noted in the Ground Forces of the Armed Forces of Ukraine, for evading military registration, a fine may be imposed from fifty to one hundred tax-free minimum incomes of citizens (from 850 to 1700 UAH). p>
• Will there be restrictions on traveling abroad
From October 1, there will be no changes in the conditions for traveling abroad for female doctors .
That is, every woman with a medical or pharmaceutical education will be able to freely cross the state border, regardless of whether she is registered with the military or not.
As the State Border Service clarified, restrictions apply to men aged 18 to 60 years, as well as for some categories of civil servants and officials.
It should be noted that the requirement for female doctors to register with the military is not new, it has been in effect since 1992, but it was imperfect. Therefore, some female doctors were not registered.
From October 1, 2023, this requirement becomes relevant for those who are not yet registered with the military.
What will happen to the tariffs
In October, the cost of utilities is not expected to increase. In particular, prices for gas, heating and hot water will remain unchanged until the end of the heating season, the Cabinet of Ministers assured.
As you know, there is a moratorium on a number of tariffs during martial law and for 6 months after its end. It is prohibited to increase tariffs for: natural gas distribution services; hot water supply; centralized heating.
• Gas
Prices for blue fuel will not change. Clients of Naftogaz of Ukraine (about 98% of household consumers) pay a fixed tariff of 7.96 UAH per cubic meter. It is valid until May 1, 2024.
For other suppliers, the price of a cubic meter of gas ranges from 7.70 to 9.99 UAH. These tariff offers are also valid until May 1.
• Electricity
For Since the beginning of summer, household consumers have been paying 2.64 UAH per kW for electricity. This tariff will be in effect at least until the end of 2023.
• Water supply
Tariffs for centralized water supply and sanitation were planned to increase by an average of 32% from July 1. However, the decision was canceled, so tariffs remain at the same level.
• Heating
The Cabinet of Ministers fixed the cost of gas for heat suppliers until mid-April 2024. Therefore, the cost of heating for the population in October and during the heating season will not change.
• Payment for gas distribution
From October 1 in Ukraine the rules for forming paymentsfor the distribution of natural gasto the population will change.
We are talking about household consumers to whom gas supply has been stopped completely or partially. From now on, only the consumer's functioning gas equipment that has not been sealed will be taken into account.
The new calculation principle will allow you to pay lessthose citizens who, during the previous “gas year” consumption of blue fuel was at a minimum level. The gas year is considered to be the period from October 1 of the current year to September 30 of the next.
As an example, the National Commission that carries out state regulation in the fields of energy and utilities cited a change in payment for a consumer in the Chernivtsi region with sealed equipment (heating appliance and water heater ) and minimal consumption volumes.
Start of the heating season
Typically, the heating season in Ukraine starts on October 15. However, the date may be adjusted depending on weather conditions.
As a rule, heating is turned on when the average daily air temperature is +8°C or lower for three days.
The Cabinet of Ministers assured that preparations for the autumn-winter period are at the final stage: 7 nuclear power units and about 80% of the equipment of thermal power plants have been repaired, 25 power units of thermal power plants will start operating.
For the first time, Ukraine will go through the heating season only using gas from its own production (15 billion cubic meters have been accumulated in storage facilities).
At the same time, the threat of new Russian attacks on Ukraine’s energy infrastructure does not disappear. The government claims that our state is now much better prepared than last year. In particular, the air defense system has been strengthened, and decentralization of the energy system continues.
Some types of protection of energy facilities from attacks will be used for the first time in the world.
The Ministry of Energy emphasized thatBlackout schedules in Ukraine from October will be applied only in the event of damage to the energy system during shelling by the Russian Federation.
Age allowances for pensioners
There are no plans to increase pension payments in October. However, people who have reached a certain age (70, 75 or 80 years old) will receive monthly additional payments:
- citizens who are 80 years old and older – up to 570 UAH;
- who turned 75 years old – up to 456 UAH;
- who turned 70 years old – up to 300 UAH.
This is a monthly compensation payment to pensioners whose pension payments, taking into account all allowances, do not reach the average salary (currently exceeds 16 thousand UAH).
Additional payments are made from the date of achievement people of the appropriate age.
Recalculation of subsidies
In October, housing subsidies for the heating period 2023-2024 will be recalculated for Ukrainians .
As you know, the subsidy for housing and communal services is calculated separately for the non-heating season (from May 1 to September 30) and for the heating season (from October 1 to April 30).
As the Pension Fund of Ukraine emphasized,in In October, most subsidies will be automatically recalculated. It will concern households:
- who already receive a housing subsidy (to which it was assigned for the non-heating period of 2023);
- who were assigned a zero subsidy during the summer.
Such citizens do not need to apply for additional payment.
At the same time, people need to apply for a subsidy for the heating season 2023-2024:
- who in the summer applied for termination of the subsidy and enjoyed a discount on housing and communal services, and want to receive a subsidy for the heating season;
- who have had changes in the composition of persons registered at their place of residence, changes in social status, etc.
When calculating the subsidy, the income of household members for the first and second quarters of 2023 will be taken into account. Income in the form of a pension is taken into account in the amount of the accrued pension payment for August of the current year.
The subsidy will be assigned if the average monthly total family income exceeds 15%. This rule is valid until the end of martial law and for 1 month after its lifting. Then the bar will increase to 20%.
To apply for a subsidy, you must submit: an application for it purpose; declaration of income and expenses.
If necessary, the following can be added: rental agreement; income certificates; IDP certificate; documents confirming the person’s non-residence at the place of registration.
You can submit an application for a subsidy:
- online through Diyu, the Pension Fund website or the PFU mobile application;
- personally authorized persons of the executive body of the village, town, city council;
- personally to the center for the provision of administrative services;
- by mail or in person to the PFU service center, regardless of place of residence.
Due to an increase in electricity tariffs in the summer, the Pension Fund expects an increase in the number of subsidy recipients by approximately 20% compared to the last heating season.
What will change for IDP
• Who will receive what payments
Internally displaced persons will continue to receive monthly living assistance from the state from October 1 in the amount of:< /p>
- 3 thousand UAH – for persons with disabilities and children;
- 2 thousand UAH – for other persons.
Payments have been extended automatically until the end of January 2024. For internally displaced persons applying for assistance for the first time, it will also be assigned for six months.
Assistance may be assigned to a family foranother six-month period if there are:children with disabilities; persons caring for a person with a disability; pensioners; three or more children under 18 years of age; if the total income per family member does not exceed 4 subsistence minimums.
Citizens can apply for help:
- moved from territories where hostilities are (were) ongoing or temporarily occupied by the Russian Federation (the list is updated by the Ministry of Reintegration);
- whose housing was destroyed or unsuitable for living as a result of the war.
Payments are made twice a month: after the 15th and 28th.
Help will not be provided if, within three months before applying, a family member has made significant expenses or paid for services in the amount of UAH 100,000 or more in one payment.< /p>
• Payments to those who sheltered IDPs
In the period from October 1 to March 31, the amount of compensation for such people is determined at 30 UAH per displaced person per day .
That is, Ukrainians who have sheltered IDPswill receive about 900 UAH per month for each displaced person.
In other periods, the amount of compensation is 14.77 UAH per day.
• Payments to pensioners-IDPs
Some of the IDP pensioners will receive an additional payment in the amount of 2093 UAH.
We are talking about those citizens whose pension files include pensions , unpaid for past periods.
Such pensioners have already begun to receive an additional 2093 UAH in September. The next payment is planned to be made in October.
Return of fines for working without a cash register
From October 1, Ukraine will resume liability for violations in the area of application of cash registers (payment transaction registrars) ), that is, cash registers.
It was temporarily canceled after the start of a full-scale war – to adapt the business.
Now all individual entrepreneurs who are single tax payers of the second to fourth groups must use PPO (software PPO) when paying for goods and services.
At the same timefor individual entrepreneurs significantly reduced the amount of fines:
- up to 25% of the cost of goods, works or services sold in violation – for a violation committed for the first time (previously it was 100%);
- up to 50% of the cost – for each subsequent violation (previously 150%).
For example, if an entrepreneur has not issued a check for a product or service, and this is the first violation, then he will pay 25% from the amount sold without cash register.
The easing of penalties does not apply to individual entrepreneurs who:< /p>
- registered as value added tax payers;
- sell excisable goods; technically complex household goods subject to warranty repair; medicines; medical products; jewelry and household products made of precious metals, precious stones, semi-precious stones.
Some individual entrepreneurs were released from liability for non-use of PPO. We are talking about violations in temporarily occupied territories and territories of active/possible hostilities. However, if a violation is committed when selling excisable goods, you will have to pay a fine.
Restrictions on the sale of cigarettes and alcohol in duty-free
On October 1, a law restricting the sale of cigarettes and alcohol in duty-free stores will come into force.
The document was adopted back in August, and President Vladimir Zelensky signed it at the end of summer. However, the law was published in the newspaper Golos Ukrainy only on September 2.
It comes into force “from the first day of the month following the month of its publication”, that is, from October 1.
The document prohibits:
- for the period until the lifting of martial law, the sale/delivery of duty-free stores, as well as the placement in them of cigarettes and other tobacco products produced in Ukraine;
- sale by duty-free stores to one person of more than 50 cigarettes, or 10 cigars, or 20 cigarillos, or 50 grams of tobacco per day;
- sale of alcohol to one person per day in a volume of more than 2 liters containing alcohol up to 22%, or 1 liter of strong drinks (more than 22% alcohol).
The Verkhovna Rada adopted the law after discovering a scheme for fictitious sales of cigarettes through duty-free stores. The temporary investigative commission of the Verkhovna Rada found that at land checkpoints on the border, some stores sold 30-35 packs of cigarettes per check, while only two packs per person can be transported across the border.
New date of the Day of Defenders and Defenders and a minute of silence
Ukraine will celebrate the Day of Defenders and Defenders for the first time on a new date – October 1.
Previously, the celebration took place on October 14 along with the Intercession of the Blessed Virgin Mary. However, after the transition of the OCU (Orthodox Church of Ukraine) to the new church calendar, the date was changed.
On October 1 at 09:00, an all-Ukrainian minute of silence will be held. For the first time, the entire country will stop for a minute to honor the feat of the military who died defending Ukraine from Russian aggression.
– Wherever you are – at home or at work, in the central square of a big city or on the street of a small village – stop. Take a moment to thank those who protect us by fighting for a free state. Stop to honor the memory of the defenders who gave their lives for Ukraine, the President’s Office urged.
Changes for drivers
From October 1 to May 1drivers outside populated areas must turn on daytime running lightson all motor vehicles.
If they are not included in the vehicle design, it is necessary to turn on low beam headlights.
During the autumn-winter period, daylight hours become shorter, and therefore, turning on the headlights makes the car more visible on the roads. This will reduce the risk of an accident.
Turning on the headlights is provided for in clause 9.8 of the Traffic Rules of Ukraine. As reported by the patrol police, failure to comply with this norm is subject to liability under Part 2 of Art. 122 of the Code of Ukraine on Administrative Offenses (fine in the amount of 510 UAH).
Registration of Ukrainian cars in the Czech Republic
From October 1registration of cars with Ukrainian license plates will begin in the Czech Republic. This procedure is free.
Citizens of Ukraine are now required to register a vehicle used on Czech territory.
As the Ministry of Transport of the Czech Republic explained, registration will be carried out by municipal institutions (which maintain the register of drivers). Their list can be found on the map:
Ukrainians will be able to register a carduring from October 1 to December 31, 2023. This condition does not apply to international transportation.
And from January 1, 2024, other rules will come into force. Drivers of cars with Ukrainian license plates in the Czech Republic will be required to be registered in the Ukrainian register of vehicles no later than 7 days after the provision of temporary protection or a visa for the purpose of tolerance.
From January 1, 2024 management driving an unregistered vehiclewill be an offence. They will be fined up to 30 thousand crowns (over €1.2 thousand).
Extension of the period payments for Independence Day
The deadline for paying one-time cash assistance for the Independence Day of Ukraine has been extended until November 1.
Thus, war veterans, family members of fallen (deceased) defenders and defenders of Ukraine and war veterans who received this status until August 24, 2023 inclusive, they can apply for payment until the end of October if they have not received it yet.
You need to contact the authorities of the Pension Fund of Ukraine or the Centers for the provision of administrative services. You must provide the appropriate identification and information about the bank account to which the funds will be transferred.
As you know, the amount of payments for Independence Day this year ranges from 450 to 3.1 thousand UAH.

Until the end of October 2023, Ukrzaliznytsia plans to launch a new trainRawa-Ruska – Warsaw< /strong>a.
It will be able to transport a total of up to 500 passengers daily in both directions.
A convenient transfer to trains to Lviv will be organized at the Rava-Russkaya station.
The exact launch date of the train has not yet been announced.
Work begins first assistants to veterans
From October 3the first assistants to veterans will begin work in Vinnitsa. All have successfully completed training for this position.
The Veteran's Assistant is a pilot project of the Department of Veterans Affairs. First, it was launched in four regions – Lviv, Vinnitsa, Dnepropetrovsk and Nikolaev.
– There are already 439 candidates for the 400 planned positions of assistants, and in the Vinnytsia region the first trained 19 specialists are already starting to work, — noted in the ministry.
Now Sumy, Poltava, Transcarpathian, Kharkov, Kiev regions and Kyiv are joining the project.
Veterans' assistants can be citizens of Ukraine who speak Ukrainian and have an education of at least a junior bachelor's degree. Priority is given to candidates who have the status of a war veteran or relatives of military personnel, members of the families of fallen soldiers.
The key duty of a veteran's assistant is to help military personnel during the transition to civilian life. We are talking about psychological and legal assistance, collection of necessary certificates, assistance in employment matters, etc.
Exams for Ukrainian citizenship< /p>
October 27 new rules for obtaining Ukrainian citizenship will come into force.
Among the new conditions are passing exams on the basics of the Constitution of Ukraine, history and the level of proficiency in the Ukrainian language.
Foreigners and stateless persons who have outstanding services to Ukraine undergo military service under contract in the Armed Forces of Ukraine, the State Special Service transport or the National Guard, will have to submit a written statement that, if they obtain citizenship, they undertake to pass exams within two years.
Payments to victims due to the explosion of the Kakhovka hydroelectric power station
In Ukraine until October 31 inclusive they will accept applications for one-time cash assistance for victims due to the explosion of the Kakhovka hydroelectric power station by the invaders.< /p>
We are talking about residents of flooded areas of the Kherson and Nikolaev regions. The payment amount for each victim is 5 thousand UAH.
Social protection authorities accept applications for assistance. Funds are paid to bank accounts or in cash through Ukrposhta.
Help can be received by citizens who:
- at the time of the hydroelectric station explosion, lived (were registered) in settlements that were flooded;
- after June 6 (the day of the terrorist attack) left flooded areas of the temporarily occupied left bank to territory controlled by Ukraine.
In addition, the deadline for payment of compensation for lost cropsbecause of the terrorist attack at the Kakhovskaya hydroelectric station. You can also submit an application and a copy of the document confirming ownership of the land plot before October 31.
The amount of assistance is 3,318 UAH for a lost vegetable crop of 0.01 ha. Funds will be paid for the area:
no more than 0.2 hectares in the Mykolaiv region (that is, maximum 66,360 UAH);
no more than 0.3 ha in the Kherson region (maximum 99,540 UAH).
Changes in the work of the Kiev metro
From Monday, October 2, the intervals between Kiev metro trains will be reduced:
- during rush hour, the average time between trains will be 2.5-3 minutes;
- during off-peak period – 5-5.5 minutes.
Intervals on weekends will remain unchanged – 6-7 minutes.
During an air raid alert, train movement is carried out only in underground sections.
All 46 underground stations operate in shelter mode around the clock.
Change to winter time
In Ukraine, on the last Sunday of October, the clocks are switched to winter time. In 2023, this will happen on October 29 at 4:00.
The clock hands will need to be moved back one hour.
Autumn holidays in schools
This year there are autumn holidays will begin on October 23 and will last until October 29.
For the second year in a row, Ukrainian schoolchildren are studying in conditions of full-scale war. Three forms of training are provided: full-time, distance and mixed.
Missing people: the Ministry of Internal Affairs launches a hotline
From October 1, the Ministry of Internal Affairs is launching a hotline of the Commissioner for Persons Missing in Special Circumstances (0 800 103 333).
On this number, operators will provide information on the work of the Unified Register missing persons will be consulted by relatives and formulated forms for the Commissioner.

Weekends in October
In the second month of autumn, Ukrainians will have 9 days off (Saturdays and Sundays).

Before a full-scale war, if a holiday coincided with a day off, then the day off was transferred to the next day after the holiday (Article 67 of the Labor Code).
