Men traveling abroad from June 1: will anything change in the rules?

On May 18, with the entry into force of the law on mobilization, Ukrainian border guards at international checkpoints began checking men for a military registration document.

What documents must be presented when crossing the border

According to the law, during martial law or mobilization, Ukrainian men aged 18 to 60 years are required to have a military registration document and an identity document (passport), the State Border Service notes.

Please note that electronic versions of documents, in particular Reserve+, will not be accepted at the border. Border guards need to show a paper military registration document.

May 16 The Cabinet of Ministers adopted Resolution No. 560, which approved the Procedure for conscripting citizens for military service by mobilization for a special period. The specified procedure determines the algorithm for granting a deferment and the list of documents that is submitted to the TCC.

Where to present documents

Documents must be presented upon request in the border strip, controlled border area and at checkpoints across the state border.

Such an obligation is specified in the amendments to the laws of Ukraine On the legal regime of martial law and On mobilization preparation and mobilization.

Citizens who have the right to travel abroad must confirm their exemption from mobilization or exclusion from military registration for health reasons — that is, present a document.

Categories of persons who must present travel documents:

  • reserved for the period of mobilization and wartime;
  • recognized as unfit for military service due to health reasons (according to the conclusion of the VLK);
  • who are dependent on three or more children under the age of 18;
  • raising a child on their own;
  • with a child (children) under the age of 18 and a husband (wife) doing military service;
  • raising a child with a disability under the age of 18;
  • raising a child with severe perinatal lesions of the nervous system, severe congenital malformations, rare orphan diseases, cancer, etc.;
  • raising an adult child who is a person with group I or II disability;
  • occupied with constant care for a sick wife (husband), child or parents of the wife (husband), if there are no other able-bodied family members;
  • also other categories of persons specified in Art. 23 Law of Ukraine On mobilization preparation and mobilization.

Territorial recruitment and social support centers (TCC and SP) are responsible for checking the grounds for granting deferments. That is why you should take care in advance to register for a deferment.

Whose military registration document is not checked

At the border they don’t check the military registration document of:

  • persons with disabilities;
  • accompanying persons with disabilities;
  • drivers transporting medical and humanitarian cargo, carrying out international transportation of goods and passengers;
  • individual officials and civil servants, employees of railway, maritime and aviation enterprises.

For such categories, the procedure for traveling abroad remains unchanged.

Can travel abroad:

men aged 18 to 22 years who receive a full-time bachelor's degree in Ukraine (master of medical, pharmaceutical or veterinary), are participants in educational academic mobility programs and go to study abroad;

athletes and coaches for participation in official competitions and training camps.

To cross the border in the above cases, you must have the appropriate permits from the relevant authorities, institutions and organizations and other documents specified in the paragraphs of the Border Crossing Rules specifically for these categories of persons.
