The draft state budget of Ukraine for 2025 was adopted by the Verkhovna Rada of Ukraine in the fall of 2024.

What the subsistence minimum will be in 2025

According to the state budget for 2025, the subsistence minimum in Ukraine will remain at the 2024 level. This means that no significant changes are expected in social payments and pensions that are tied to this indicator.

The Government of Ukraine has set the following subsistence minimums for 2025 per person:

  • For the main categories of the population — 2,920 UAH.
  • For children under 6 — 2,563 UAH.
  • For children from 6 to 18 — 3,196 UAH.
  • For able-bodied persons (general indicator) — 3,028 UAH.
  • For persons who have lost their ability to work — 2,361 UAH.
  • For persons who have lost their ability to work (for calculating additional payments in radioactive contamination zones) — 1,600 UAH.

Minimum wage in Ukraine for 2025:

  • Monthly rate — 8,000 UAH.
  • Hourly rate — 48 UAH.

Why the subsistence minimum was not increased in 2025

People's Deputy Roksolana Pidlasa noted that raising the subsistence minimum to the real level is a difficult task due to its close connection with other social payments. Changing social standards is possible only under the condition of sustainable economic growth.

The deputy paid special attention to the minimum wage, which is one of the key elements of the budget. She noted that even a small increase in the minimum wage by UAH 100 would require additional budget expenditures in the amount of UAH 5.3 billion. And an increase by UAH 1,000, that is, up to UAH 9,000, would lead to a significant increase in budget expenditures — more than 50 billion UAH.

There are several reasons why the government decided not to raise the subsistence minimum in 2025:

  • War, inflation and other economic challenges limit the capabilities of the state budget.
  • The priority now is to finance defense and other critical sectors.

Accordingly, pensions, social benefits and other payments that are calculated from the subsistence minimum will remain the same level.
