The reason for the restoration of transit was the intervention of the European Commission. She provided new clarifications on the transit of sanctioned goods to the Kaliningrad region. Now the transit of sanctioned goods by rail is allowed, while road transport remains prohibited.

At the same time, after the ban on transit was introduced in Lithuania, they unequivocally stated that they did not introduce any new sanctions, but only implement those that have been approved by the European Union. Then, about half of the transit cargo sent to the Kaliningrad region fell under the sanctions. And at the same time, Lithuania warned that the list of sanctions would only increase further in accordance with the sanctions imposed by the EU. Since July 11, the transit of cement, timber, alcohol, alcohol-based industrial chemicals and other products has been banned.

This caused considerable indignation in Russia. And there they even resorted to outright military threats. In all likelihood, it was they who influenced the European Union, which decided to make concessions to the occupying country.
