Gennady Korban led the fake “Headquarters of the Dnieper Defense Council”, the existence of which is not provided for by law. Representing a pseudo-organ, the businessman had access to information constituting a military secret. This is stated in the column of the military expert, volunteer Alexander Kulikovsky.
“The creation of Defense Councils under martial law is provided for in Article 14 of the Law “On the Defense of Ukraine”. The Defense Council, according to the document, is a body that manages the “implementation of measures for the defense of Ukraine in the relevant territory.” Such bodies, as determined by the legislator, can be created by regional state administrations, the Council of Ministers of the Autonomous Republic of Crimea, as well as state administrations of cities with a special status – Kyiv and Sevastopol. As you can see, this list does not include regional centers, in particular, Dnipro,” Kulikovsky said.

The expert said that the “Council of Defense of the Dnieper” was created by his order Mayor of Dnipro Boris Filatov. He appointed his business partner, Gennady Korban, as the “chairman of the headquarters” in this body. Indeed, in an open letter to Vladimir Zelensky in defense of Gennady Korban, Boris Filatov called his comrade “the head of the Headquarters of the Territorial Defense of the Dnieper.” More than a hundred people signed this appeal, including city mayors, public figures, athletes, and artists. All of them, as it turned out, were made into fools, – Alexander Kulikovsky emphasized.
According to the volunteer, the Ukrainian counterintelligence services should ask on what grounds the so-called “Council of Defense” held meetings to which the heads of the Armed Forces of Ukraine were invited. Representatives of the fake body had access to military secrets and arbitrarily disposed of the city budget funds, allegedly for defense needs.
