Lancet manufacturer, banks and officials: the US has introduced large-scale sanctions against the Russian Federation

The United States has introduced a new large-scale package of sanctions against Russia, which includes more than 30 individuals and about 200 legal entities.

The details were reported to the press services of the US State Department and the US Treasury Department.

The restrictions were introduced in response to the aggressive war unleashed by Russia against Ukraine. They, in particular, concern enterprises of the military-industrial complex of the Russian Federation.

• Defense sector

The United States has introduced restrictions against the Russian designer Alexander Zakharov and members of his family. He is the owner of the ZALA Aero Group, a company specializing in the production of drones.

Zakharov developed the Lancet and Kub-BLA drones, which Russian troops are currently using to attack Ukraine.

Zakharov's companies were sanctioned: ZALA, which develops, produces and sells kamikaze drones of the Russian Ministry of Defense, and CST, which sells drones under the ZALA brand. Suppliers of materials for these UAVs were subject to restrictions.

There are other drone manufacturers on the list – Stilsoft and New Technologies.

In addition, companies supplying dual-use microelectronics and other technologies to the Russian defense industry are sanctioned. These are, in particular, Russian electronics distributors Laser Components, Lanmax and NPC EOMS.

The US has introduced restrictions against:

  • manufacturer of lubricants for helicopters, missiles and other defense products Spetsneftprodukt;
  • Moscow State Technical University named after Bauman, which has joint ventures with the military corporation Rostec, as well as military departments.

• Energy sector

The sanctions list includes a project for the development and sale of liquefied natural gas Arctic LNG 2 by the Russian company Novatek.

In addition, restrictions were introduced against Gazprom Neft Catalytic Systems LLC and the Gazprom Neft Scientific and Technological Center.

• Industrial production

The list includes the Russian metallurgical and mining company Rustitan.

The restrictions also included 76 entities associated with the manufacturing and military-industrial sectors of the Russian economy. These are, in particular:

  • composite materials manufacturer Itekma;
  • suppliers of metalworking machines AMG, Etalon, Stankim;
  • NT Service company, specializing in equipment repair and provision of transport services;
  • KGM plant, engaged in the production of road equipment;
  • Khorst company (supplier of special gases for the semiconductor industry of the Russian Federation);
  • Russian company Haitian CIS for wholesale of injection molding machines, robots and peripheral equipment;
  • Fregat company is one of the key suppliers of electronic components and equipment in the Russian Federation;
  • bearing manufacturers Sibirskiy Podshipnik, ZPU and IPK;
  • Vidis Grupp company, engaged in wholesale trade of industrial equipment;
  • a number of Russian software companies.

The list includes the developer of aircraft engines, the Central Institute of Aviation Engine Engineering.

• Financial sector

13 subjects of the Russian financial market were subject to American sanctions, including seven commercial and investment banks: Home Bank, Absolut Bank, Blank Bank, Post Bank, Russian Regional Bank (and its chairman Dmitry Zharikov), All-Russian Regional Development Bank, Russian Bank standard.

Under sanctions are the financial holding company Sistema and its subsidiaries, as well as the St. Petersburg Stock Exchange (the largest platform in the Russian Federation for trading foreign securities).

According to the Ambassador of Ukraine to the United States Oksana Markarova, “to date, 45 Russian banks out of 324 have already been sanctioned.”

• Russian officials and others

The list of sanctions included high-ranking officials from the Russian government, in particular:

  • Deputy Ministers of Industry and Trade Viktor Evtukhov and Alexey Besprozvannykh;
  • Deputy Minister of Energy Anastasia Bondarenko;
  • Deputy Minister of Digital Development, Communications and Media Oleg Kachanov and Dmitry Oguryaev.

The list includes 43 entities involved in the harmful activities of the Russian Federation in Ukraine. This is about:

  • network of companies and family members of the Russian oligarch Roman Trotsenko;
  • companies and family members of the Minister of Emergency Situations of the Russian Federation Alexander Kurenkov;
  • the company PPK VSK, which is associated with the Russian Ministry of Defense and participated in the so-called “restoration of Mariupol”;
  • construction company Roskapstroy;
  • representatives of the Chechen parliament and members of their families, the nephew of Ramzan Kadyrov.

Combating sanctions evasion

The adopted package of restrictions is also aimed at strengthening the fight against circumvention of anti-Russian sanctions, in particular in the United Arab Emirates (UAE), Turkey and China.

The US Treasury notes that companies located in these countries send to the Russian Federation a wide range of dual-use goods used by the aggressor in the military sphere.

40 entities associated with circumvention of sanctions were subject to restrictions:

three Chinese companies, including state-owned China Taly Aviation Technologies Corp;

10 Turkish companies (for example, AzintElectronik, Bosphorus Gate, Smart Techno Group);

Swiss company Advanced Industrial Technologies GmbH and its owner;

12 entities from the UAE;

10 entities from different jurisdictions involved in financial support activities for Russia (Georgios Georgiou, Omani investment company Tadawul, etc.).

American sanctions provide for the blocking of all property and property interests of sanctioned persons in the United States.

As the head of the Presidential Office Andrey Yermak noted, a significant number of companies that were subject to US restrictions were in Ukraine’s report on Russian UAVs, which the allies received.
