Judge Suspected of Bribery Mobilized to the Armed Forces of Ukraine, Where She Was Caught Drunk

Lyudmila Saltan, a judge at the Kyiv District Court in Odessa who was suspended in April 2023 on suspicion of accepting a bribe, mobilized, probably to avoid justice.

She showed up for work in a state of alcoholic intoxication, writes Slidstvo.info.

In March 2023, Saltan offered one of the parties in a civil case a bribe of $4,000. In exchange, she promised to make the desired decision.

The meeting with the plaintiff took place in her office, where the judge insisted that the money should be transferred “as quickly as possible”, because she was going on vacation.

The plaintiff refused to give the bribe and contacted law enforcement agencies. Already on March 29, 2023, during a meeting with the plaintiff, Saltan was detained by employees of the National Anti-Corruption Bureau of Ukraine (NABU).

She was charged under Part 3 of Article 368 of the Criminal Code of Ukraine – acceptance of an illegal benefit.

On April 13, 2023, the High Council of Justice (HCJ) suspended the judge from performing official duties. Her suspension was extended several times until she decided to mobilize in September 2024.

Violation of discipline in the army

According to information released in January 2025, Saltan was initially assigned as a reserve sailor in the reserve company of the 36th Separate Marine Brigade. However, on October 24, 2024, she began serving in a different military unit.

On December 5, 2024, the VSP received a letter from the command of the military unit where Saltan serves. The document stated that she did not participate in combat operations, and also committed a serious breach of discipline – she showed up for work in a state of alcoholic intoxication.

For this, an administrative protocol was drawn up against her, and the case will be heard by the Malinovsky District Court of Odessa.
