On March 2, Russia announced that the “Ukrainian DRG” allegedly penetrated the territory of the Bryansk region. Subsequently, a member of the Defense Committee of the State Duma, Viktor Sobolev, called for a declaration of war on Ukraine, because “there are no red lines left.” The Kremlin will not do this because the consequences will be irreversible.
This opinion was expressed on Channel 24 by the diplomat, Ambassador Extraordinary and Plenipotentiary of Ukraine to the United States (2015-2019), Chairman of the Board of the Ukrainian Crisis Media Center Valeriy Chaly. According to him, it will be much more difficult for the invaders to get out of the war than out of the so-called “special operation.”
The consequences will be irreversible
Chaly is convinced that Russian dictator Vladimir Putin will not declare war status because the consequences of doing so would be irreversible. He noted that it will be difficult for the aggressor country to withdraw from the war when the corresponding status is announced. It will be easier for Russia to complete the so-called “special operation”.
In my opinion, they will not declare a state of war. For the reason that it is possible to get out of the so-called “SVO” faster and without the huge consequences that would be if the status of war were declared, – the ex-ambassador believes.
The diplomat noted that although Russia has not officially declared war, everything that happens during martial law is happening there: mobilization, transfer of production to a military system. However, while men can leave the aggressor country abroad.

It won't affect the course of the war
As Valery Chaly emphasized, the Kremlin wants to continue saving on its citizens, not paying funds for the dead relatives, and hiding real losses in the war against Ukraine.
They still try to avoid notions of the scale of the war. This still leaves them the opportunity to stop everything and leave the territory of Ukraine. It will be easier for them then to return their herd back to the stall, ”he said.
The diplomat stressed that even if Russia officially declares the status of war, this will not affect the course of the war in Ukraine.
