It is necessary to understand that during the war the state must know how much human reserve there is. So if not everyone wants to appear at the military registration and enlistment offices to clarify the data, at least a more modern version of accounting is needed.
This was announced to Channel 24 by the adviser to the Minister of Internal Affairs, Rostislav Smirnov. For example, such a registry has already been discussed in the context of the Diya application.
Register of motivated people
According to Smirnov, this issue is still around discussions are underway. In particular, it was not only about the Dia, but also other instruments were discussed.
I don't understand why this can't be done. Now it is really possible to create a register of motivated people who want to fight. Why visit the military commissariat, – said Smirnov.
In addition, the adviser noted that in our country there is sometimes a frank negative attitude towards military registration and enlistment offices. In particular, many such stories are already known.
He will call when he is ready
Smirnov added that when the state is ready to call on these people to serve in the Armed Forces of Ukraine or other formations (for example, the National Guard of Ukraine) – only then will they be invited to the military commissariats.
As Smirnov noted, it was then that they would undergo a medical examination. And after it, recruits will be distributed directly to combat brigades.
“I fully support such an initiative. As far as I know, they are even working on it. I don't know when it will be completed, but I think that they will subsequently publish information about it” Smirnov noted.

Is compulsory military registration possible in Ukraine
- Advisor to the Minister of Internal Affairs Rostyslav Smirnov said that at present, compulsory military registration is not envisaged in Ukraine. However, he stressed that military registration and enlistment offices need to create an up-to-date register of people who could take up arms.
- The adviser also noted that now issues with permits for the movement of conscripts have been removed from the agenda. However, now they are looking for ways to register those who have changed their place of residence.
- Smirnov remembered that when Russia's full-scale invasion of Ukraine began, there were queues at our military registration and enlistment offices. However, then so many people were not needed, so they were told to wait or return home.
- However, in his opinion, the problem lies in the fact that no one formed the lists of those who wished then. Smirnov believes that it is necessary to change approaches to mobilization – to return to the so-called waves, which provide for the “quality” of the mobilized, and not just the quantity.
