Emil Shleimovich noted that Israel has certain bureaucratic problems. In particular, the state has always had a ministry for explanatory work, which has never been sufficiently efficient. The problem is that, according to Israeli law, any ministry does not have the right to independently engage in advertising. It gives budgets to the government advertising bureau. It was necessary to quickly hold tenders and find Western advertising agencies that would make messages to major media. This was not done or almost not done,” he explained.

The Israeli Foreign Ministry has a fairly small budget even in peacetime. About $14 million was allocated for the year. When Hamas began its war against Israel, a significant portion of the budget had already been spent. Recently, the Ministry of Foreign Affairs reported that they no longer have money to carry out explanatory work.

The Israel Defense Forces also has a department in the press service that works with foreign media. The army does what it can, but it is not their responsibility to contact the media and propose their agenda. The department only responds to requests.
