The issue of banning driving without a muffler became especially relevant during the war. Vehicles, especially mopeds, at significant speeds produce sounds that resemble explosions, the movement of Shahed attack drones, shots and even landings.
On the night of July 4, when Russia launched another massive attack on the capital of Ukraine, the head of the Kyiv city military administration, Timur Tkachenko, drew attention to the fact that the city was again being “terrorized” by drivers on motorcycles and cars with loud exhausts.
Fine for driving without a muffler – is it provided in Ukraine
As of early July 2025, current legislation does not yet contain a fine for driving a car without a muffler.
Now watching
Almost two years ago, the Verkhovna Rada registered bill No. 9564 of August 8, 2023, which proposed introducing certain sanctions for driving without a muffler in Ukraine:
- for the first violation – a fine of 17 thousand UAH;
- for a repeated violation within a year – a fine of 34 thousand UAH and temporary suspension of driving license (from three to six months).
However, in practice, the Draft Law on Amendments to the Code of Ukraine on Administrative Offenses regarding the improvement of administrative liability for driving or operating vehicles with excess noise levels has not yet been approved.
