In 2025, the list of diseases for which a person can be mobilized was expanded. The corresponding changes were made to the Regulation on military medical examination in the Armed Forces of Ukraine, approved by order No. 686 of October 14, 2024.

Is mobilization possible with hypertension?
Mobilization of men with hypertension is possible, but the degree of fitness for military service depends on the stage of hypertension and the presence of complications.

Arterial hypertension (hypertension) is a persistent increase in blood pressure at rest, in particular: systolic (upper) more than 130 mm Hg and/or diastolic (lower) more than 80 mm Hg.
If the pressure is consistently at 140/90 mm Hg and above, we are talking about the presence of a chronic disease. This condition significantly increases the risk of serious complications and mortality.
Depending on the origin of the disease, the following are distinguished:
- Primary (essential) hypertension – occurs independently, often as a result of cardiovascular pathologies such as: ischemia, heart failure, myocardial infarction, atherosclerosis.
- Secondary (symptomatic) hypertension – accompanies other diseases, such as: diabetes mellitus, thyroid dysfunction, osteochondrosis, adrenal dysfunction, renal pathologies.
The stages of development of the disease can be as follows:
- Stage 1 (initial) – no damage to internal organs is clinically recorded;
- Stage 2 – there is an effect on organs, but no symptoms appear;
- Stage 3 – obvious damage to target organs with characteristic signs.
Degrees of hypertension severity:
- Mild degree (grade 1) – pressure within 140–159/90–99 mm Hg. This is the most common form, which is often ignored, which increases the risk of stroke if left untreated.
- Moderate degree (grade 2) — pressure readings 160–179/100–109 mm Hg. Characterized by consistently elevated pressure and complications.
- Severe degree (grade 3) – more than 180/110 mm Hg. Possesses a high danger to life, often accompanied by symptoms of cardiovascular diseases.
As for mobilization with hypertension:
- people with stage 1 hypertension are fit for service;
- people with stage 2 and 3 hypertension are suitable for certain military units;
- People with stage 3 hypertension with complications are unfit for mobilization and are excluded from military registration.
Stage 2 hypertension: is mobilization possible?
Lawyer of Ivan Khomich Law Firm Elena Voronkova told Fakty ICTV whether mobilization is possible with stage 2 hypertension.
Stage 2 hypertension is included in the list of diseases provided for by the Regulation on military medical examination in the Armed Forces of Ukraine, approved by order of the Minister of Defense of Ukraine No. 402 dated August 14, 2008.
In particular, Article 39 of the said regulation establishes the degree of fitness of a person depending on the degree of development of the disease.
— Stage 2 hypertension gives the right to mobilization, since it falls under paragraph b of Article 39. A person with such a disease is fit for service in military support units, TCC and SP, military universities, training centers, institutions (organizations), medical units, logistics units, operational support, communications and security, — noted Elena Voronkova.

The lawyer says that to determine the fitness level of people with hypertension, the person needs to undergo an examination at a health care facility.
The stage of the disease is determined taking into account the level of blood pressure (BP) and the presence of signs of damage to target organs.
— Until 2022, stage 2 hypertension was the basis for recognizing a person as having limited fitness for service in wartime. At the same time, according to the wording, until 2022 and after, persons diagnosed with stage 3 hypertension are recognized as unfit for mobilization, — Elena Voronkova emphasized.
A person with such a disease must undergo an independent examination and provide the commission with up-to-date health certificates before undergoing a military medical commission.
