Is it possible to undergo a VVK not at the place of registration: explanation
Lawyers of the Free Legal Aid system explained that, in accordance with paragraph 3.1 of Section II of the Regulation on military medical examination in the Armed Forces of Ukraine, approved by Order No. 402 of the Ministry of Defense dated August 14, 2008, medical examination for conscripts is carried out on the basis of the decision of the heads of the TCC and SP, unit commanders or heads of recruiting centers.
Such a referral is issued in accordance with the procedure for conscription for service during mobilization, established by Cabinet of Ministers Resolution No. 560 of May 16, 2024.

In accordance with paragraph 81 of Resolution No. 560, in the event of the mobilization of conscripts or reservists not at the place of their military registration (with the exception of those who voluntarily reported for service), such persons must first be officially registered with the TCC and SP of the district or city that is carrying out their conscription.
Only after this information has been entered into the Unified State Register of Conscripts, Persons liable for Military Service and Reservists can they be sent to undergo a military medical examination.
In other words, it is impossible to send men to the VLK outside their place of registration without first registering for military service at the relevant TCC and registering this fact in the Oberig system. That is, it is impossible to undergo the VLK without being tied to a place of residence or service, say the lawyers of the BPD.
How to pass the VVK at the place of registration in 2025
The lawyers of the BPD noted that, according to the rules, a person who has received a summons to the VVK must undergo a medical examination at the TCC and SP at the place of medical practice in municipal or state-owned healthcare institutions that have an agreement with the NHSU for a package of medical services included in the program of state guarantees of medical care for the population for the relevant year for a medical examination of individuals, which is organized by the TCC and SP and doctors who are part of the VLK at the TCC and SP.
Control over the direction and passage of military personnel through the medical examination by the VLK is assigned to the head of the relevant TCC and SP.
The VLK at the TCC and SP opens a paper examination and medical check-up card for each conscript at the place of medical practice in municipal or state-owned healthcare institutions.
The examination and medical examination card is sealed with the seal of the healthcare institution (institution) in which this VVK conducts medical examinations.
Is it possible to undergo a VVK examination not at the place of registration in the future?
Ukrainian Defense Minister Rustem Umerov stated that in 2025 citizens will be able to undergo a military medical examination without being tied to their place of residence.
This year, the Ministry of Defense is changing the principles of organizing the work of the VVK in order to make the process of passing the medical commission more accessible, transparent and efficient. In particular, the reform will take place in two stages.
The first stage provides for the introduction of electronic referrals by February 28, which can be generated through the Reserve+ application. The second stage, which will last until autumn 2025, is aimed at separating medical and administrative information. Thanks to this, it will be possible to undergo a VVK in any medical institution, regardless of the place of residence or registration in the TCC.
That is, passing the military medical commission will become easier. Already this year, Ukrainians will be allowed to pass the VVK without being tied to their place of residence.
