At the beginning of the war, a significant number of men decided to exercise their right to deferment by entering universities. But now the situation has changed due to the adoption of a number of new laws and amendments to them. Higher education institutions must enroll students who have provided a complete list of documents adopted in the order of the Ministry of Education and Science.
Is it possible to enter a university without a military ID
Sergei Savinsky, lawyer and adviser to Gracers , spoke about whether it is possible to enroll in a university in Ukraine without a military ID.
According to paragraph 1 of Section X of the “Procedure for Admission to Higher Education Institutions in 2024,” which was adopted by the Order of the Ministry of Education and Science of Ukraine on March 6, 2024, applicants must provide a document confirming their military registration. This can be a military ID or a temporary certificate for those who are liable for military service or reservists, and for conscripts — document confirming registration at the recruiting station.

That is, along with certificates, mandatory testing and the results of the national multi-subject test, applicants must provide a military registration document to the admissions committee.
— Consequently, the provision of a military registration document is mandatory for enrollment in a university. In fact, without fulfilling this requirement, a person will not be able to issue an enrollment order, — noted the lawyer.
Is it possible to enter a university without a military ID at the age of 25?
Additionally, according to the Law “On amendments to certain legislative acts of Ukraine regarding certain issues of military service, mobilization and military registration” (Article 37, 2), which recently came into force, men who are 25 years old are required to register as conscripts and obtain a new military registration document from their district TCC and social support.
— If a 25-year-old person is not registered as a person liable for military service and has only a registration document, then he cannot be admitted to a higher educational institution, — noted the lawyer.

Regardless of age, the applicant is required to provide a military document to the higher education institution. For conscripts this may be attributed, but for men who are 25 years old — military ID.
