Temporary ID instead of a passport: what is known

On February 23, 2024, the Cabinet of Ministers of Ukraine adopted a document on the implementation of a pilot project to issue a temporary certificate of citizen of Ukraine to Ukrainians who are in territories temporarily occupied by the Russian Federation or territories where hostilities are ongoing.

Its adoption makes it possible for citizens of Ukraine to receive a document that will identify them and confirm citizenship.

With its help, persons will have the opportunity to travel through the territory (in particular Russia), enter the territory of third countries and apply to foreign diplomatic institutions to obtain a passport of a citizen of Ukraine for traveling abroad. This pilot project will run for two years.

The decision was made due to the fact that a significant number of Ukrainians in the occupied territories or areas of hostilities lost or did not receive passports.

The pilot project will allow Ukrainians to apply for a temporary certificate of a citizen of Ukraine through family members or legal representatives at VOT. That is, a document can be drawn up without the presence of the person who is in the temporarily occupied territory, but a family member or legal representative who applies for a document on behalf of a person on the WOT must be in the controlled territory.

Who will be issued a temporary certificate

A temporary certificate of a citizen of Ukraine instead of a passport can be obtained by:

  • people who have lost their passport as a citizen of Ukraine, but for whom information about obtaining a passport (including a foreign one) is contained in the Unified State Demographic Register or in the departmental system of the State Migration Service;
  • persons under 18 years of age for whom there is no information in the Register or in the departmental SMS system.

A temporary certificate of a citizen of Ukraine is issued by the State Migration Service authorities based on requests:

  • one of the spouses;
  • one of the parents or adoptive parents, guardians, trustees or other legal representatives;
  • adult child or grandchild;
  • sibling (full, half-sibling) brother/sister;

A temporary certificate of a citizen of Ukraine will be issued within 15 working days from the date of submission of the application form.

The cost of the service is free.

The finished document is sent to the appropriate territorial body of the State Migration Service or the Ministry of Reintegration.
