The Ministry of Defense of Ukraine has approved the Strategy for Attracting, Developing and Retaining Human Capital in the Defense Forces until 2027 in order to fundamentally change the management of military personnel.
This is stated in a statement by the Ministry of Defense.
Strategy for Attracting Human Capital
The strategy covers the entire professional path of a serviceman — from the beginning of service to the transition to civilian life.

According to the Deputy Minister of Defense, Brigadier General of Justice Sergei Melnik, our servicemen must have proper service conditions, opportunities for career growth, psychological, medical and social support.
— The strategy introduces a transparent system of monetary support, modern training standards and clear mechanisms for professional advancement, as well as the effective reintegration of veterans into civilian life. All this will significantly increase the motivation of citizens to defend the Motherland, — noted Sergey Melnik.
The strategy also provides for the improvement of the professional military education system, the introduction of basic military training in universities.
Social protection of military personnel provides for a transparent system of financial support, social support, improved medical care and rehabilitation of military personnel, as well as support for the families of deceased and missing defenders.
Cooperation with NATO
The strategy provides for in-depth cooperation with NATO and the introduction of Euro-Atlantic standards for military training. Such steps should strengthen the defense capability of our state and accelerate its Euro-Atlantic integration.
