This is stated in a statement from the Pentagon Office of Inspector General.
Starting October 18, he will lead Operation Atlantic Resolve, aimed at supporting NATO through response to Russia's military actions in Ukraine.

As part of this operation, since February 2022, Congress has allocated $113 billion for security, economic and humanitarian assistance to Ukraine and other countries affected by the war, as well as to support American military through the US European Command.
Storch himself will be directly in Ukraine and lead a team that monitors American security assistance.
This step is important in the context of providing support to Ukraine amid growing discussions about the need to target U.S. aid.
The creation of the new team comes at a critical time for Ukraine assistance, as more Republicans have begun to question the need for billions of dollars to be spent in Ukraine and call for greater oversight where the help goes.
