The Russians attacked Western Ukraine on the morning of October 22. In Lutsk, they hit an energy facility.
The mayor of Lutsk, Igor Polishchuk, announced the “arrivals”. He noted that in part of the city there is no electricity.
The official asked people to stock up on water. Rescuers are already on the scene.
