A scandal has arisen in Russia around the textbook “Fundamentals of Life Safety”. In it, the authors claim that “many conflicts and attacks occur due to the fault of the victim himself.”

Thus, in schools in Rostov-on-Don, Volgodonsk and Tambov, students found textbooks on life safety for the 9th grade with a section on “Safe behavior for girls.” The section states that the victim most often becomes the cause of violence because of bright makeup or a short skirt. This was reported by official Ekaterina Mizulina, as reported by 24 Channel.

“It's her own fault”

Thus, the scandalous textbook says that many cases of rape “occur due to the fault of the victim herself, who shows with her whole appearance that she is either “ripe” (found herself in the wrong place at the wrong time), or pliable (too easily accessible), or defenseless (drunk, scared, excited, too trusting)”.

The book claims that in order to avoid becoming victims of violence, women should not wear short skirts or bright makeup, because this supposedly “provokes men.” At the same time, the authors note, if a girl is left alone with a man, then “you need to be prepared for the fact that he may have a desire for intimacy.”

The Russian Ministry of Education advised Shoigu's daughter to read the book

The Ministry of Education responded to the incident. They stated that this textbook cannot be used in schools. The department's statement also states that this book is not on the federal list of textbooks.

However, the Ministry of Education recommended using the manual edited by the daughter of former Defense Minister Sergei Shoigu, Yulia, who works as the director of the Center for Emergency Psychological Assistance at the Russian Emergencies Ministry.

In a comment to a propaganda publication, the Rostov Region authorities reported that the textbook has been approved for publication in schools. They stated that “teachers can use it to familiarize themselves with individual topics of the subject “Fundamentals of Security and Defense of the Homeland.”
