Import substitution has failed: Russia is predicting a shortage of late vegetables

In Russia, there is a threat of a shortage of late-harvest vegetables, the sowing campaign for which is currently ongoing. The situation with carrot, beet and potato seeds is critical.

This was reported by the Center for Countering Disinformation under the National Security and Defense Council.

Crisis in the Russian agro-industrial complex

Russians purchased almost all seeds abroad, in particular in the Netherlands, where 80% of imports came from. But since July 2025, Russia has banned the import of seeds and seedlings from the Netherlands, allegedly due to diseases found in them.

However, in reality, this ban is part of the Russian Federation’s food policy, which is trying to create the image of a state capable of independently introducing sanctions against “unfriendly” countries, the Center for Social Development notes.

The Russian Federation does not have its own seed fund – the import substitution program in the agricultural sector has suffered a complete collapse. Today, vegetable prices in Russia have risen sharply.

The situation is so threatening that the Russian government is proposing to introduce state regulation of prices for borscht vegetables, the Center for Social Development notes.

All Russians are paying for Russia's aggressive foreign policy and its attempts to play the role of a global geopolitical player. Among other things, they see this payment in increasingly high checks for basic food products, the Center for Countering Disinformation concludes.

It is worth noting that by the end of 2024, the potato harvest in Russia has sharply decreased – by 20%.

According to the head of the Ministry of Agriculture Oksana Lut, 8.6 million tons of potatoes were harvested in 2024, and 8 million tons are needed to ensure domestic consumption.

Earlier, the Center for Countering Disinformation reported that Russia wants to introduce a fee for the distribution of foreign films.
