On May 30, 2023, the Verkhovna Rada of Ukraine adopted in the first reading draft No. 9281 as a basis and as a whole.
This bill provides for reducing the age limit for men to register for military conscripts from 27 to 25 years of age . That is, the age of conscription into the army in Ukraine has dropped to 25 years. Now the law is sent to the President of Ukraine for signature.

According to the lawyer, Ukrainians under 25 years of age who have not served in the army and have conscript status can be mobilized onlywith their consent.
— That is, it is prohibited to mobilize men under 25 years of age who have not served. This can only be done with their consent, — adds Kravets.
However, if a man has the status of a person liable for military service, then they have the right to mobilize him before the age of 25.
The fact is that the concepts of conscript and person liable for military service are often confused , considering them one and the same. However, this is not entirely true.
Conscripts — persons assigned to conscription stations. They are subject to conscription for military service or have not yet completed it. Athose liable for military service — these are persons who are in reserve to staff the Armed Forces of Ukraine and other military formations for a special period, as well as to carry out work to ensure the defense of the state.
— There are even different military records for these two categories. That is, separate accounting for conscripts and separate ones for those liable for military service. Records are kept on the basis of a passport of a citizen of Ukraine and a certificate of registration at a conscription station (for conscripts) or a military ID or temporary certificate of a person liable for military service (for those liable for military service), — says Kravets.
Accordingly, if a man under 25 has not served in the army, no one will be able to mobilize him for military service.
But men aged 25 to 60 years can be mobilized even without experience of military service.
