Political scientist Petr Oleshchuk told Channel 24 about this. He also noted that the European Union, obviously, is being led to blackmail Hungary.

Hungary and the oil embargo: what is happening
In May, the European Commission has already prepared the 6th package of sanctions against Russia, which included an oil embargo. But Hungary has begun to put a spoke in the wheel.
Hungary is literally dependent on the Kremlin's oil and has done nothing for years to get rid of it. The country's government can only agree to an embargo if the EU pays Hungary 15-18 billion euros, or the ban does not apply to pipeline oil.
However, the Hungarian oil giant MOL has already begun preparations for an upgrade that would see its refineries “work” only with lighter non-Russian oil. They explain that they are preparing for the worst-case scenario.
During the Ukrainian breakfast in Davos, President Volodymyr Zelensky criticized Hungary's position. According to him, Russia earns about 200 billion dollars a year from oil, for which it can buy any weapon. Everyone agrees to an embargo, but something is wrong again in Hungary.
On May 24, European Commission President Ursula von der Leyen noted that an embargo on Russian oil could be adopted within a few weeks.
