If we talk about the frozen amount, then we are talking about about 30 billion euros . The EU must unfreeze exactly that much for Budapest so that Hungary will lift its veto on the allocation of 50 billion for Ukraine.

According to Balazs Orbán, “Hungary's funding and Ukraine's funding are two separate issues.” At the same time, he added, “if Brussels insists that Ukraine's funding comes from the amended EU budget, then these two problems become connected.”

At the same time, he noted thatHungary continues to oppose the full four-year aid plan for Ukraine, which amounts to 50 billion euros. Budapest offered funding for one year, which does not provide for changes in the EU budget. He also assured that Budapest would “consider making its contribution” to the package.

Bloomberg says Hungary is continuing to raise rates at the moment, when the EU is expected to allocate 10 billion euros to Hungary. This amount will be allocated after the country passes laws to strengthen the independence of the court.

Hungary demands not 10, but 30 billion

But this is not enough for Budapest. The adviser to the Hungarian Prime Minister expressed his desire for the EU to send the full amount, reaching about 30 billion euros. Note that it was frozen back in 2022. The reason was the rule of law problems and bribery in Hungary.

In general, Hungary needs to fulfill almost two dozen demands. Among them are ensuring academic freedom, protecting LGBTQ rights and asylum for refugees.

Recall that the European Parliament supported the initiative in October 2023. It involves the creation of a new financial instrument for Ukraine – Ukraine Facility. Its volume is up to 50 billion euros, which are planned to be allocated in the period from 2024 to 2027.

Actually Hungary vetoed the corresponding initiative. She invited EU member states to share the aid package. In Budapest they want only half of the accepted amount to be provided at first. And only after this, they reason in the country, should the EU evaluate whether it is necessary to allocate the rest of the amount.
