A new bill to improve issues of mobilization, military registration and military service proposes to expand the powers of a number of bodies.
This is stated in the text of the bill.
In particular, the bodies of rural, town and city councils will have the following powers in the field of defense:

- ensuring the organization of conscription of citizens for military service conscription of officers and alternative (non-military) service, referral for basic military service, training of youth to military service;
- assistance in organizing training (testing) and special military training;
- ensuring that enterprises, institutions and organizations, regardless of their form of ownership, are informed of the order of the head of the local state administration (military, military-civil) or the head of the territorial center for recruitment and social support to carry out mobilization activities or calling those liable for military service and reservists to territorial recruitment and social support centers;
- ensuring on the territory of the relevant settlements maintaining personal primary military records of conscripts, those liable for military service and reservists, ensuring the reservation of those liable for military service for the period of mobilization and during wartime ;
- during mobilization, timely notification and ensuring the arrival of citizens involved in the performance of mobilization duties, equipment to assembly points and military units in the manner prescribed by the Law of Ukraine &# 8220;About mobilization preparation and mobilization” by taking appropriate informational, organizational and technical measures.
- ensuring the planning and conduct of mobilization preparations, mobilization and demobilization activities on the territory of the relevant settlements.
Local state administrations will receive powers:
- ensuring the implementation of legislation on territorial defense, mobilization preparation and mobilization, military duty by officials and citizens, enterprises, institutions and organizations;
- during mobilization, timely notification and ensuring arrival at assembly points and conscription through territorial centers of recruitment and social support of citizens involved in fulfilling the duties of mobilization;
- organization of planning and provision of mobilization preparation, mobilization and demobilization activities on the territory of the relevant administrative-territorial units;
- organizing and ensuring, on the territory of the relevant administrative-territorial units, the functioning of the military registration system for conscripts, those liable for military service and reservists, booking those liable for military service for the period of mobilization and during wartime, reporting on these issues;
- control of mobilization preparation and verification of the state of mobilization readiness of local state administrations of the lower level and enterprises, institutions and organizations located on the territory of the relevant administrative-territorial units (except for enterprises, institutions and organizations falling within the sphere of management of central executive authorities and other government bodies) and report on these issues;
- interaction with government bodies, other government bodies, defense and security forces, local governments, enterprises, institutions and organizations, provide them and receive from them in the manner prescribed by law information, documents and materials necessary to exercise powers on issues of mobilization preparation, mobilization and demobilization.
In addition, the National Police will receive additional powers
So, at the request of the territorial centers of recruitment and social support (TCC and SP), bodies of the Security Service of Ukraine or intelligence agencies of Ukraine, bodies and units included in the police system will participate in the implementation of measures to notify those liable for military service and reservists together with representatives of TCC and SP.
In addition, they will carry out administrative detention and delivery to these centers and bodies of conscripts, military personnel and reservists who have committed administrative offenses under Articles 210, 2101 of the Code of Ukraine on Administrative Offences.
