Elections in Ukraine are possible only after the end of a full-scale war against Russia. This is the opinion of the vast majority of Ukrainians, as evidenced by data from a new survey by the Kyiv International Institute of Sociology.
According to the results of a KIIS survey as of October 2023 , 81% of respondents believe that elections should be held after the war and that they are not relevant now. Only 16% support voting despite the war.
It is noted that in all regions of Ukraine the majority of the population opposes holding elections during the war. The greatest opposition is in the West (84%), the least in the East (74%).

In addition, the majority of Ukrainians still have a negative attitude (65% as of October 2023) towards the idea of remote voting via the Internet and are worried about the risks of fraud. 29% support the idea.
The survey was conducted from September 30 to October 13 using the method of telephone interviews with random generation of numbers and subsequent statistical accounting. 2,007 respondents aged 18 years and older were surveyed in all regions of Ukraine, except temporarily occupied Crimea.
- Formally, in peacetime, the statistical error of such a sample did not exceed 2.4% for indicators close to 50%, 2.1% for indicators close to 25%, 1.5% for indicators close to 10%, 1.1 % – for indicators close to 5%.
- In war conditions, in addition to the indicated formal error, some systematic deviation is added. However, sociologists believe that the results obtained still remain highly representative and allow a fairly reliable analysis of the public mood of the population.
In another recent survey, Ukrainians named the highest priority reforms as the fight against corruption, tasks in the military sphere and reform of the courts. According to sociologists, among the Ukrainian population there is a very noticeable demand specifically for the fight against corruption. He even outpaced military needs.
