Strength test

In the conditions of armed aggression, we find out the stability and power of the national system of public administration. Her ability to withstand threats. And the ability to provide key management processes that determine the essence of the state and its ability to provide citizens with an appropriate level of services.

For 31 years Ukrainians have been building their national management model. We are all scientists, teachers, civil servants, experts… In the end, all concerned citizens worry about what state they should live in.

Today we are jointly responsible for how the country overcomes these trials. How ready is she to face challenges that are difficult to expect. War for the state is the toughest possible “stress testing”. Now the stability of the system is determined in conditions of multiple excess of the limits of its normal functioning.

I dare to note that the results of this testing are worthy. The management foundation proved to be solid. For six months, the public administration sector retains manageability and the ability to act adequately. This confidence of mine is confirmed by daily communication with colleagues – public servants.

We carefully study public opinion in our environment. Polls testify to the high spirit and dignity of Ukrainian employees. Note that more than 3.5 thousand of our colleagues defend Ukraine at the front. 76%, despite the daily risk, work in the workplace. 91% decided to remain in the civil service, despite the war and wage cuts.

Ukrainian pattern

I am inspired by the reaction of international partners who are ready to help us and learn from our experience. There is a huge demand in the world to find effective solutions that preserve institutional capacity in a war. For example, everyone is interested in the Crisis Functional Audit Methodology developed by NADS experts. It allows you to determine the relevant functions for each state body, and then develop recommendations for optimization.

This technology is acceptable both in the face of a military threat, and in the face of accompanying challenges – an economic downturn, a decrease in the social level, and a global rise in the cost of energy. This is exactly what the civilized world has faced, helping us to overcome aggression.

Today, no one has a ready-made recipe for maintaining stability in the state during the war. Therefore, at the EU level, national systems of public administration are being integrated, taking into account the Ukrainian experience. Thus, we are getting closer to Europe. Everyone understands that the Kremlin's aggression is a global danger. Therefore, its lessons should be learned by all who are ready to fight for freedom. How Ukraine is fighting now.

Changes cannot be stopped

I am sure that an effective system of administration is a factor in strengthening independence. This is a prerequisite for our economic integration and political association with the EU. Therefore, we will continue to implement European standards and practices of public administration. To ultimately build an innovative digital public service model with digitalization, remote technologies and quality services. Its trends are the optimization of the state apparatus, the growth of speech competencies, inclusiveness, gender culture.

This is all the “design” of the architecture of the new model of public service, created in Ukraine by the National Agency for Civil Service together with all stakeholders, in including with international partners. We are all interested in the Ukrainian system of public administration being strong, efficient and European. They should make her just like that.
