Some civil servants are entitled to a special pension. How it is calculated and what percentage of the salary it is, ICTV Facts learned from pension expert Sergei Korobkin.
How is a civil servant's pension calculated
According to the expert, a civil servant’s pension is currently set at 60% of his salary.
– But there is a nuance – our legislation changes all the time. And it turns out that civil servants who retired before 2012 receive some payments, after 2015 – others, and those who retired between these years have a third pension amount,” explains Sergei Korobkin. < /p>
Previously, pensions for civil servants were assigned up to 90% of their salary and were not limited. That is, payments could be higher than 20 thousand UAH, but now there are restrictions – no more than 10 subsistence minimums.

In 2015, a reform was carried out, and pensions for the majority of future civil servants were abolished in principle. That is, now pension payments to civil servants are assigned in accordance with the general procedure.
Who is entitled to a civil servant's pension
According to paragraphs 10 and 12 of section XI Final and transitional provisions of Law No. 889, in accordance with Article 37 of the Law of Ukraine dated December 16, 1993 No. 3723-XII On Civil Service, some civil servants retain the right to be assigned a special pension, namely those who at the time entry into force of the law:
- had the required 20 years of service, regardless of the last place of work;
- worked in the civil service and had at least 10 years of experience.
– Those who retired long ago from the civil service also need to be separated. If this is a high-ranking civil servant, some kind of top official, then his salary was large. Accordingly, the pension will be high, the expert emphasizes.
If we are talking about small employees who have worked all their lives for a small salary, their pensions are not that big.
Will pensions of civil servants be indexed
The question is also that pension payments to civil servants over the past 10 years until 2023 were not indexed and were not increased even once. That is, if previously, according to the law, civil servants’ salaries were increased, then pensions were automatically increased. In July 2023, for the first time, the pensions of civil servants, like everyone else, were indexed by 19%. But for civil servants and scientists, indexation was carried out late – on July 1, and not from March 1, like all other pensioners.
– But what will happen this year is still unknown. That is, theoretically, by law, all pensions should be indexed. But the final word belongs to the Cabinet of Ministers, notes Sergei Korobkin.
What is the difference between civil servants’ pensions and regular pensions
For those civil servants who have already retired, it is assigned in the amount of 60 to 90% of their salary. 90% to those who left a long time ago, and 60% to those who left recently. And in the future, almost no one will be given such payments.
– For example, regular old-age pensions are assigned as follows: how much experience a person has, such a percentage of his salary. That is, if you have 30 years of total experience, then the pension will be 30% of your salary, explains the expert.
Those employees who still have time to jump into the last carriage of the transition period will be given payments in the amount of 60% of their salary. That is, to receive such a pension, an ordinary person would have to work for 60 years and still receive a high salary, summarized Sergei Korobkin.
