How to apply for unemployment status: a step-by-step guide for Ukrainians in war zones

Unfortunately, there are many citizens in the war zone and temporarily occupied territories of Ukraine. Most of them apply for unemployment status.

However, not everyone knows how to do it. Therefore, the Ministry for Reintegration of the Temporarily Occupied Territories of Ukraine provides an explanation on how to apply for granting or restoring the status of an unemployed person and granting state assistance.

How to apply for an unemployed status

In safe regions, you can register both remotely (through the portal or mobile application “Action”), and offline – apply in person to the nearest Employment Center that has not stopped working.

A person who is in a temporarily occupied territory or in a territory where hostilities continue can receive or restore the status of an unemployed person and the right to state assistance by contacting the Employment Center online, the message says.

According to the Ministry, there are several options for how to do this:

  • apply electronically through “Action”;
  • fill out online form ;
  • use the chatbot ;
  • send a package of documents by e-mail to [email protected];
  • contact the hotline: 0800509966.

The status of an unemployed person is granted from the day of registration at the Center employment, and assistance is assigned from the first day of granting the corresponding status.

Please note: the maximum allowance for the period of martial law is 9,750 hryvnia, and the payment of benefits is terminated to persons if they stay abroad for more than 30 calendar days.

What documents are needed to grant unemployed status

As the Ministry of Reintegration explains, if a person does not provide original documents when applying for unemployed status and benefits within 30 calendar days, then after the termination or cancellation of martial law, the person must file Employment Center originals of the following documents:

  • a work book, and a person who has lost a work book – its duplicate or a certificate from an archival institution on acceptance and dismissal from work;
  • a document on education or its duplicate;
  • a military registration document for persons , who have retired from compulsory military service.

At the same time, persons who are in the TOT or in the territory where hostilities are taking place, but do not have documents, can also apply for a status. This happens on the basis of information available in state registers, information systems and databases.
