How to apply for quota 2 upon admission and who can receive it in 2025

Quota 2 for admission in 2025 is a specially allocated share of state places in higher education institutions intended for candidates from certain social groups. The establishment of this quota is intended to ensure equal access to education for all citizens of Ukraine, regardless of the conditions created by military actions.

Quota 2 for admission: who is eligible

Quotas allow applicants with positive exam results to apply for a budget place. They provide an advantage to certain categories of citizens who are allowed to enter universities based on interviews.

Who has benefits under quota 2 upon admission:

  • applicants who have completed a complete general secondary education (CGS) or have a qualification according to the fifth level of the National Register (NRK5), and at the same time have a registered place of residence in the temporarily occupied territories;
  • or in populated areas that fall within the zone of active military operations;
  • This quota also applies to those who live in territories where military operations ended after January 1 of the year of admission;
  • or who were forced to leave such territories in the same year. The quota can be used for both open competitions and fixed offers.

Number of places under quota 2

Quota-2 is specified in the Rules for Admission to Universities and is 10% of the total number of budget places, but not less than one place.

In the relocated universities, as well as in institutions operating in the Zaporizhia, Kyiv, Nikolaev, Sumy, Kharkov and Chernihiv regions, its volume increases to 40%. These data are published simultaneously with the announcement of the general state order, and the calculation is carried out separately for open and fixed competitions, rounded to whole numbers.

For specialties where admission is based on the PZSO or NRK5 qualification, no more than half of the state order can be given to competitive proposals.

And in the humanities (culture, art, etc.), where you need to pass a creative competition, the volumes of quota-1 and quota-2 are determined within the limits of a specific specialty.

Persons who did not pass the competition for the budget under quota 2 may take part in the competition under general conditions in accordance with the results of the points received.

How to apply for a quota 2

In order to apply for quota 2, you need to create the applicant's own electronic account and indicate the privileged category. In addition, it is necessary to enter the document number that confirms the applicant's privileges. To do this, its scanned copies are uploaded to your account. The applicant must register on the educational institution's website to pass the interview.

Candidates wishing to take advantage of quota 2 must submit to the Admissions Committee the required package of documents, including:

  • documents confirming residence in the occupied territories or the fact of displacement;
  • other documents that may be required for admission to the chosen specialty.
