Natalya Gumenyuk stressed that mobilization is not divided into any “waves” – it has been proclaimed, and in the future its staging is rather conditional, in particular, for official use, for the convenience of those who keep records of mobilized Ukrainians.
According to current legislation, all those liable for military service are now waiting in mobilization centerswho must come there to establish their own status, involvement and belonging to the status, military registration specialty and readiness to serve in the Ukrainian army.
Each person liable for military service must report to the staffing centers. Do not hide, do not wait for a call or any other way to contact him, but appear on your own, regardless of military experience. But the use of this military reserve will be appropriate depending on who has what experience. That is, more experienced people will be needed already,” explained Natalya Gumenyuk.
How is the process of mobilizing people with and without experience going on
The official said that the person to be mobilized is registered and sent for training– if a person has no experience, but, for example, has a potential that can be useful for use in the army. There, a person can acquire a military specialty, taking into account the skills and experience in civilian life. And after that, the mobilized is sent to the military training center.
The head of the center of the Southern Security and Defense Forces specified that the mobilized study coordination, military equipment and weapons, prepare for military duties, and only after this fully become in the army. If a person already has military experience, then he is sent immediately to the military unit to which he is assigned.
What is the plan of staffing centers
Natalya Gumenyuk emphasized that the recruitment centers do have their own plans for recruiting recruits, however, she convinces them that they are not aimed at “grabbing as many as possible” mobilized, but are plans to fill the corresponding mobilization reserves. At the same time, such information is not available to everyone who wants to know about it, but is limited to the acquisition centers themselves. and in public places
The official stressed that, by law, subpoenas can be served in any public place . It is not defined by a specific perimeter or territory – authorized persons are entitled to provide relevant documents where they can exercise their right.
Natalia Gumenyuk commented on raids along the beaches of Odessa, where vacationers were given subpoenas and subsequently in the media covered it as a punishment:
The employees of the territorial recruitment center invited to such a raid were together with police officers authorized to identify them. The police thus tried to influence the morality and consciousness of citizens . Since there is such a problem that there is no penalty for violation at the legislative level to restrict access to the recreation area and beach areas. This is a violation of martial law.
By the way, the official added that they had already initiated an appeal to the relevant committee of the Verkhovna Rada to determine the norm of punishment for such a violation. In the meantime, the process continues, according to the head of the center of the South Guard and Defense Forces, they care primarily about the safety of citizens.
Natalya Gumenyuk stressed that visiting the beaches is currently a really dangerous type of recreation, since sea explosions are known mines and coast actually became the front line. “They (summons on the beach of Odessa – ed. Channel 24) were a way to communicate with citizens and remind that there is wine in the country and there is a mobilization duty. And, probably, to put before everyone the question – have you fulfilled your duty in order to relax ?” – added the official.
According to Gumenyuk, subpoenas can be served by law not only employees of territorial staffing centers. This, in particular, can happen through local authorities, heads of enterprises and institutions where conscripts work, etc.

The official stressed that the mobilization legislation provides for the appearance of a person liable for military service at the recruitment center after the announcement of mobilization. Only after thathe can change his place of residence and live, and do so only with the permission of the territorial recruitment center. “Therefore, if a person could not do this, he is a violator of the law“, – Gumenyuk said.
At the same time, the summons itself notes that if a citizen, having received a summons, ignores it, it is subject to administrative or even criminal responsibility .

According to the head of the Security and Defense Forces of the South, after appearing at the recruitment center, the process of clarifying the necessary data takes place. During this time, while a person is registered with the military, his family circumstances, state of health, etc. may change.
Only after clarification of these data, a decision is made where and how the potential and experience of a particular conscript to be mobilized will be used. “A person cannot influence this on his own, since this is the fulfillment of a duty, and not the right to choose,” the official specified.
