How many applications can be submitted when applying for a budget place?
In 2025, you will be able to submit up to 15 applications for admission to higher education institutions. But please note that only five of them can be for the budget, the rest – for a contract.
The number of applications does not depend on the number of universities or specialties, so you can submit five applications for different specialties at one university, or vice versa – for one specialty at five different universities.

To submit you will need:
- NMT certificate 2025 (or previous years),
- educational document (certificate or diploma),
- passport and tax identification number,
- motivation letter,
- document confirming benefits (if any).
When submitting budget applications, it is necessary to indicate a priority from 1 to 5 .
1 – this is the most important specialty for you. You cannot change the priority after submission.
Enrollment to the budget occurs only according to the highest priority, according to which you pass the competition. If there are not enough points for the first position, the system moves on to the next one.
How many applications can be submitted when applying for a contract?
In addition to the five budget ones, you can submit another 10 contract applications.
There are no restrictions on specialties or priorities.
This gives you a better chance of getting in, even if you didn’t get a budget place.
Is it possible to submit more applications for admission?
It is impossible to bypass the restrictions on admission to the budget and exceed the limit of 15 applications. If the system records more, it simply will not allow the extra ones. Therefore, it is worth setting priorities in advance and planning everything.
The main period for submitting applications for admission to higher education institutions will last from July 19 to August 1, 2025. During this time, you can submit up to 15 applications, of which no more than five are for budgetary education.
There is a separate procedure for admission to specialties that require creative competitions or interviews (in particular, design, acting, etc.).
In this case, you must first apply for a creative competition or interview from July 3 to July 10. Only then can you apply for admission during the general stage from July 19.
If you do not submit any applications with priority, participation in the distribution of budget places will be impossible. Applications can only be edited before submission.
